The real economy is the core power of economic growth. Manufacturing is an important part of the real economy. High quality manufacturing represents a higher level of development of the real economy. To deepen the innovation driven strategy, we need to start with building mechanisms, improving the environment, and promoting the innovation of the whole industry to further play the role of innovation driven and promote the high-quality development of the manufacturing industry. First of all, fully coordinate and mobilize all forces to create a triple helix system innovation mechanism between the government, industry and universities. In this system, industry is the place of social production and undertakes the task of completing the final product; The government is the source of social contract to ensure the interaction of social resources and product exchange; Colleges and universities are the cradle of knowledge and skills, and the incubators of knowledge economy. The three not only retain their own uniqueness and give full play to their own advantages, but also cross cooperate with each other to achieve multilateral communication, thus forming a sustainable and stable innovation flow. In this triple helix system innovation mechanism, the government should give play to its special functions, conduct macro-control and management of regional innovation activities, standardize and guide the rational operation of the entire innovation mechanism, encourage universities and enterprises to cooperate through formulating a series of policies, maintain good school enterprise relations, expand innovation channels, and improve the efficiency of achievements transformation; At the same time, we should improve the capital market, establish the concept of long-term value investment and innovation, strengthen the proportion of rational investment in financial institutions, and provide support for innovation work of enterprises and universities. In colleges and universities, we should actively explore and reform the talent and scientific research management model, deepen the talent training mechanism through curriculum setting, project application and other ways, follow the policy direction and social needs for scientific research, and establish close industry university research links with enterprises. While promoting the flow of enterprise resources to colleges and universities, we should promote university resources to the society, and give more tolerance to talent transfer and entrepreneurship, No longer artificially set barriers to knowledge transfer and scientific research realization. On the enterprise side, driven by profit maximization, enterprises should pay more attention to long-term interests; At the same time, it provides capital support for universities and their own technological innovation, transforms the innovation achievements of universities into the improvement of practical production efficiency, helps the government, enterprises and universities form an innovation mechanism of mutual cooperation and mutual influence, and jointly promotes the implementation of innovation driven strategy. Secondly, we should deepen and improve the "soft and hard" environment required by scientific and technological innovation and research and development, and dredge the channels for technology implementation and industry integration.
