2022-11-07

The ministerial high-level meeting of the 14th Conference of the Parties to the Wetlands Convention ended in Wuhan, Hubei Province on the afternoon of June 6. The meeting formally adopted the "Wuhan Declaration", calling on all parties to promote the protection, restoration, management and rational and sustainable use of various wetlands with strong will and practical action. The declaration pointed out that since the conclusion of the Wetlands Convention 51 years ago, although 2466 internationally important wetlands have been designated, 43 wetland cities have been identified, 19 regional initiatives have been launched, and many efforts have been made to achieve sustainable wetland protection, the area of global natural wetlands has still decreased by 35%. The Declaration calls for promoting legislation and enforcement of wetland protection, restoration, management and rational and sustainable use, and making efforts to assess and maintain wetland ecosystem services; Carry out the assessment and accounting of natural assets of wetland and its ecosystem services; Protect, restore and sustainably manage wetlands in urban and suburban areas, and establish wetland parks or wetland education centers as appropriate; Take wetland protection and restoration measures to meet social, economic and environmental challenges. As the main outcome of this conference, the "Wuhan Declaration" has aroused great concern of the international community. At the press conference held that night, Wang Chunfeng, Executive Deputy Director of the International Cooperation and Exchange Center of the State Forestry and Grassland Administration, introduced that since the beginning of August this year, China has led three rounds of consultations among 172 parties on the draft declaration, carefully studied all the suggestions for modification put forward by the parties during the consultations, adopted the constructive suggestions, and maximized the consensus of all parties. The final text was generally recognized by the parties. "The 'Wuhan Declaration' is a gathering of the common will and action of all parties and a call to all countries. It reflects China's responsibility as a responsible major country and its leadership in the protection and rational use of global wetlands." Wang Chunfeng said. In an interview with reporters, many delegates said that they were very pleased to see the "Wuhan Declaration" adopted at this conference. Addressing climate change is a common challenge facing the world. Only by strengthening coordination and cooperation can we effectively curb and reverse the systemic risks caused by global wetland degradation. "Since China fulfilled the contract 30 years ago, we have witnessed the wisdom and leadership in wetland conservation in China." Mu Songda Momba, Secretary General of the Wetlands Convention, said in the video link that there are 64 internationally important wetlands in China, and more than 55% of them have been legally protected in different forms. This is a very outstanding achievement and provides other contracting parties with Chinese programs to learn from. (Liu Xinshe)
