For the index of supplementary cultivated land, priority will be given to old revolutionary base areas, ethnic minority areas, border areas and poverty alleviation areas that have achieved outstanding results in protecting cultivated land. Encourage and support the construction of photovoltaic projects in poverty alleviation areas in Gobi, desert and other areas, and do not build photovoltaic projects on newly occupied farmland. Continue the preliminary examination policy of permanent basic farmland occupation for construction. Before January 2, 2024, the construction projects of infrastructure under the provincial level, relocation for poverty alleviation, livelihood development and other construction projects in the original deeply impoverished areas, concentrated and contiguous extremely poor areas, key counties of national poverty alleviation and development work, which are really difficult to avoid permanent basic farmland, can be included in the scope of major construction projects, and the preliminary examination of land use will be handled by the provincial natural resources department, The conversion of agricultural land and land expropriation shall be handled in accordance with regulations.
