Premier Li Keqiang and Chairman Li Zhanshu of the Standing Committee of the National People's Congress met with President Hassan respectively. The two heads of state spoke highly of the traditional friendship between the People's Republic of China and the United Republic of Tanzania (hereinafter referred to as the two sides) and expressed satisfaction with the fruitful results of China Tanzania relations and friendly cooperation over the past 58 years since the establishment of diplomatic ties. In order to further promote the development of bilateral relations and promote cooperation in various fields, the two heads of state announced to upgrade bilateral relations to a comprehensive strategic cooperative partnership. 1、 The two sides agreed to further play the political leading role of the diplomacy of the heads of state, maintain the momentum of high-level exchanges and dialogue, constantly deepen traditional friendship and political mutual trust, strengthen strategic coordination, carry out exchanges of experience in governance, and strengthen exchanges and cooperation at all levels between the central and local governments, legislative bodies, and political parties of the two countries. 2、 Tanzania congratulates the successful opening of the 20th National Congress of the CPC, appreciates the historic achievements and changes in China's undertakings and construction under the leadership of the CPC, and supports China in building itself into a modern socialist power in an all-round way. China appreciates the Tanzanian government's important achievements in promoting national undertakings under the leadership of President Hassan, and wishes the 12th National Congress of the Tanzanian Revolutionary Party a complete success. 3、 The two sides pledged to continue to support each other on issues of core interests and major concerns involving each other's national sovereignty and territorial integrity. Tanzania reaffirms its firm adherence to the one China principle, believes that Taiwan is an integral part of China, and opposes any words or deeds that damage China's sovereignty and territorial integrity. China firmly supports Tanzania's independent exploration of a development path in line with its national conditions. 4、 The two sides agreed to continuously improve the level of bilateral trade and reiterated that they would make full use of the mechanisms such as the China Tanzania Mixed Economic and Trade Commission to further expand the scale of bilateral trade. The Chinese side agreed to grant tariff free treatment to 98% of Tanzania's taxable items exported to China, and will actively study giving Tanzania more market access to special products. 5、 The two sides will implement the Memorandum of Understanding between the Government of the People's Republic of China and the Government of the United Republic of Tanzania on jointly promoting the construction of the Silk Road Economic Belt and the 21st Century Maritime Silk Road, and deepen high-quality cooperation on jointly building the "the Belt and Road". Both sides are willing to actively promote the upgrading and reconstruction of Tanzania Zambia Railway. Both sides agreed to expand investment cooperation. China will encourage more Chinese enterprises to invest in Tanzania and participate in the construction of railways, highways, ports, aviation, electricity, information and communication and other infrastructure. Tanzania will further improve its business environment and facilitate the operation of Chinese enterprises in Tanzania.
