The two heads of state announced to upgrade China Tanzania relations to a comprehensive strategic cooperative partnership. During my visit to Tanzania in 2013, I proposed that China's cooperation with African countries should adhere to the concept of truth, affinity and sincerity, which has become the basic policy concept guiding China's solidarity and cooperation with developing countries. Under the new situation, developing China Tanzania relations is not only in line with the common and long-term interests of the two countries, but also of great significance to promoting the building of a community of shared future between China and Africa in the new era. Modernization does not mean westernization. China has explored a development path that conforms to China's national conditions. Chinese path to modernization takes root in China, suits China's reality and has Chinese characteristics. Both the CPC and the Tanzanian Revolutionary Party shoulder the historical mission of strengthening the party and rejuvenating the country. The CPC is willing to continue to strengthen exchanges and cooperation with the Tanzanian Revolutionary Party and support the teaching and operation of the Nyerere Leadership College. The two sides should take the China Tanzania comprehensive strategic cooperative partnership as a guide to comprehensively promote friendly cooperation in various fields in the next stage. China firmly supports Tanzania in safeguarding its sovereignty, security and development interests, and in exploring a development path suited to its own national conditions. The Chinese side is willing to continue to expand the import of Tanzanian characteristic products, support Chinese enterprises to invest and develop in Tanzania, and provide assistance within its capacity for Tanzania's economic and social development. China is willing to exchange experiences and practices of rural revitalization with Tanzania to support the development of Tanzania's people's livelihood. When China was still poor, we tightened our belts to help African brothers build the Tazara Railway. Now that we have developed, we should, based on the concept of truth, affinity and sincerity, help African friends achieve common development and build a community of shared future for China and Africa in the new era. The development of China Africa relations should adhere to the general direction of mutual trust, mutual benefit, mutual learning and mutual assistance. China and Africa should inherit the fine tradition, carry forward the spirit of China Africa friendship and cooperation, and constantly enhance the historical initiative of promoting China Africa friendship. China is willing to provide new opportunities for the African side with its new development, accelerate the implementation of the "nine projects", take infrastructure as the guide, consolidate the three pillars of trade, investment and financing, and cultivate new momentum for China Africa cooperation. The Chinese side is willing to adhere to the five principles of peaceful coexistence and other basic norms of international relations with the African side, actively implement the global development initiative, improve the representation and voice of developing countries in global governance
