At the SCO Samarkand Summit held in September this year, all parties reached new consensus on the development of SCO. The current international and regional situation is undergoing profound and complex changes, the world economy is growing weakly, and various factors of instability and uncertainty are intertwined. At the same time, maintaining peace and promoting development remain the trend of the times and the aspiration of the people. China is committed to deepening political mutual trust, mutually beneficial cooperation and friendly exchanges with the members of the "SCO family", vigorously promoting the "Shanghai Spirit" and jointly benefiting the people of all countries. Li Keqiang put forward five suggestions on promoting SCO cooperation: First, maintain security and stability and create a good development environment. China is willing to continuously deepen law enforcement and security cooperation with all parties to ensure the economic and social development of all countries. Second, expand trade and investment to promote regional economic recovery. We should jointly safeguard the multilateral trading system with the World Trade Organization at its core, support the building of an open world economy, and improve trade and investment facilitation. Third, strengthen connectivity and achieve regional integrated development. Continue to promote the docking of development strategies, improve the efficiency of customs clearance at ports, and maintain the resilience and stability of the regional industrial chain supply chain. The fourth is to help sustainable development and enhance the ability to withstand risks. We will improve the food and energy supply security of regional countries, and promote green and low-carbon transformation in a balanced and orderly manner. Fifth, we should strengthen people to people and cultural exchanges and enhance people to people and public relations. We will give full play to the role of cooperation mechanisms in education, culture, science and technology, and journalism, and ensure that next year's SCO Tourism Year is held. When introducing China's economic situation, Li Keqiang said that since this year, due to the complex factors at home and abroad, China's economic operation has once faced downward pressure that exceeded expectations, with a significant decline in the early second quarter. We promptly and decisively introduced a package of policies and follow-up measures to stabilize the economy, worked hard to ensure that market players could stabilize employment and prices, and further stimulated market vitality and social creativity through deepening reform. Through efforts, China's economy reversed the downward trend in time, achieved positive growth in the second quarter, and grew 3.9% in the third quarter, showing a steady upward trend. We will vigorously promote stable, healthy and sustainable economic development. China has more than 160 million market players, and its people are hardworking and intelligent, which is where the greatest resilience and confidence lie in economic development. We will continue to promote the implementation of a package of policies and measures to stabilize the economy in an all-round way and make full achievements, keep the economy operating within a reasonable range, and strive to achieve better results.
