At the regular press conference held by the Ministry of National Defense on October 27, Senior Colonel Tan Kefei, Deputy Director of the Information Bureau of the Ministry of National Defense and spokesman of the Ministry of National Defense, introduced the newly revised Interim Provisions on the Vacation of Soldiers issued by the General Office of the Central Military Commission. Tan Kefei introduced that with the approval of the Central Military Commission, the General Office of the Central Military Commission recently issued the newly revised Interim Provisions on the Vacation of Soldiers, which will come into force on January 1, 2023. Tan Kefei said that the military profession is burdensome with tasks, tense work rhythm, and many people live apart from other places. Ensuring the rest and vacation of soldiers is not only an important right that the majority of officers and soldiers pay close attention to, but also an important way to promote the generation of combat effectiveness. The new leave policy implements the law on the protection of military status and rights and interests, actively adapts to the requirements of the innovative development situation and tasks in the use of military forces and training management in the new era, and adjusts and optimizes the leave treatment of military personnel. Mainly reflected in: First, focus on service and prepare for war. Taking into account factors such as labor intensity, risk coefficient and hardship, we will take the form of "basic vacation+additional vacation", give preference to grass-roots officers and soldiers and soldiers in special areas and positions, increase the arrangement of inter annual vacation system, and ensure that officers and soldiers have time and conditions for vacation. The second is the design of integrated system. The leave system for officers and sergeants shall be integrated, reshaped and designed as a whole. Holidays for different regions, different posts and different types of personnel shall be set up in a unified way. Annual leave, home leave, marriage leave and maternity leave stipulated by the state and the military shall be systematically standardized to ensure overall balance and coordination. Third, improve the implementation mechanism of vacation. Adjust the economic compensation standard and payment method for non vacation, the holiday plan control and rigid implementation system, refine the holiday plan arrangement, approval management, supervision and accountability, and promote the formation of a strong implementation mechanism. Fourth, improve the level of vacation security. Relying on the relevant military and local recruitment and reception institutions, we will establish a service guarantee network for military vacations. According to the level of economic and social development, we will improve the travel guarantee standards for some officers and soldiers to visit their families and ensure better implementation of the military vacation system.
