This document clarifies the direction and key tasks of China's use of foreign capital at present and in the future: First, optimize the investment environment and expand the increase of foreign investment. We will deepen the implementation of the negative list of foreign investment access, and turn the opening policy into a real foreign investment project as soon as possible. The national treatment after the admission of foreign investment shall be implemented in a high standard to ensure that foreign-invested enterprises can enjoy relevant support policies equally according to law and regulations. We will encourage foreign invested enterprises to reinvest their profits, and implement policies such as the temporary exemption of withholding income tax on direct investment with distributed profits.
