Up to now, the elderly care service facilities in streets, communities and counties across the province have been fully covered. "Behind the full coverage of facilities is the support of laws and regulations, policies and strong organizational leadership." Zhu Liangcai, secretary of the Party Leadership Group and director of the Department of Civil Affairs of Henan Province, introduced that Henan has incorporated the construction of the home-based community elderly care service system into the province's key livelihood issues. The Regulations of Henan Province on Elderly Care Services, which began to be implemented in October, incorporated the planning and construction of elderly care services, financial support, and personnel treatment into hard constraints, providing a strong legal guarantee for the high-quality development of elderly care services in Henan. It has formed a pattern of five levels of care for the elderly, multi subject responsibility sharing, echelon response to aging risks, and everyone's participation in the elderly care. Henan strives to enrich service connotation, meet diversified and personalized needs, and promote intelligent and order based services. The implementation measures for the government to purchase elderly care services were introduced, and 23 items in six categories including life care, spiritual comfort and rehabilitation care were included in the purchase scope. Low cost rental services such as wheelchair, walker and nursing bed, and service packages such as accompanying, purchasing, and visiting care are included in the menu of home-based elderly care services to meet the personalized needs of the elderly for home-based elderly care. At the same time, we will actively develop intelligent equipment products for the elderly and carry out intelligent transformation of families. We will promote the online operation of the smart elderly care service platform, accurately grasp the needs of the elderly online, integrate service resources offline, and provide "order based, menu based" door-to-door services for the elderly.
