The Ministry of Civil Affairs, the Central Political and Legal Commission, the Central Civilization Office and other 10 departments jointly issued the Guiding Opinions on Carrying out Visiting Care Services for the Elderly with Special Difficulties (hereinafter referred to as the Opinions). The Opinions clearly stated that by the end of 2023, a care service mechanism for elderly people with special difficulties should be basically established; By the end of 2024, visiting care services will be generally and effectively carried out; By the end of 2025, the monthly visit rate of the elderly with special difficulties will reach 100%, the disabled elderly can receive effective assistance, and the visit care service mechanism will be more perfect. The Opinions put forward five key tasks: first, to establish a visiting care service mechanism, requiring all regions to carry out thorough investigation of the elderly with special difficulties, and provide visiting care services by category based on the difficulties or security risks existing in home care; The second is to enrich the content of visiting care services, requiring all localities to focus on solving the difficulties of elderly care at home or help resolve security risks in combination with local conditions; The third is to enrich the visiting care service force, guide local innovation in the "five community linkage" mechanism, and form a visiting care force with the participation of all parties. Give full play to the professional advantages of elderly care service institutions, and carry out visiting care services through the network of service facilities such as community day care centers by means of government purchase of services; The fourth is to improve the quality and efficiency of visiting care service, study and formulate visiting care service standards and specifications, reasonably determine the service frequency, establish and improve the national basic database for the elderly with special difficulties, and encourage the development of technology applications for various activity scenarios for the elderly; The fifth is to do a good job in emergency handling of visiting care services. When visiting care service personnel find an emergency problem during the visit, they should immediately help to call the emergency help number, help to contact their family members or other emergency contacts, and make records and archives of the handling afterwards. In combination with the requirements of epidemic prevention and control, when the community is unable to visit at home, such as the implementation of containment management, we should increase the frequency of remote visits, strengthen communication through telephone, building video, WeChat and other ways, and timely understand the situation of the elderly and provide help. At special time nodes such as extreme bad weather and traditional festivals, the frequency of visits should be appropriately increased to publicize safety knowledge, emergency self-help knowledge, health knowledge, etc. (Outlook New Times)
