Ambassador Chen Xu, Permanent Representative of China to the United Nations Office at Geneva and other international organizations in Switzerland, made a speech in the general debate of the 73rd meeting of the United Nations Executive Committee on Refugees on the 11th, elaborating China's position on the refugee issue and its positive contributions to international refugee protection and humanitarian cause. Chen Xu said that in 2022, the number of refugees and displaced persons in the world will exceed 100 million for the first time, bringing many new challenges to global security and development. He stressed that we should adhere to the multilateral framework for cooperation in addressing refugee challenges, support the United Nations, UNHCR and other multilateral institutions to play a coordinating role in resolving refugee problems and providing humanitarian assistance, effectively implement the Global Compact on Refugees with practical actions, and jointly improve the global refugee protection system. We should address both the root causes and root causes of the refugee problem, such as wars, conflicts, poverty and backwardness. Developing countries have received more than 80% of the world's refugees. Developed countries should effectively implement their aid commitments and provide more support to refugees and refugee receiving countries. We should adhere to the principle of "depoliticization". The international community and UNHCR should uphold the principle of objectivity and neutrality in dealing with refugee affairs and abide by the United Nations guiding principles for humanitarian relief. Chen Xu pointed out that some western countries led by the United States, under the banner of "democracy" and "human rights", have long exported wars and disturbances, interfered in other countries' internal affairs and created humanitarian disasters. China urges relevant countries to seriously reflect on their actions, effectively eliminate the root causes of the refugee problem and shoulder their due responsibilities. Chen Xu stressed that China attaches great importance to international cooperation on refugee issues, has been constructively involved in solving hot issues, and has taken practical actions to help countries of origin of refugees achieve long-term peace and stability. China has actively promoted international anti epidemic cooperation and provided 2.2 billion doses of vaccines to more than 120 countries and international organizations around the world. China has also provided assistance to Afghanistan, South Sudan, Iraq, Ukraine, Myanmar and other relevant countries and UNHCR through multilateral and bilateral channels, supported African countries in their anti epidemic efforts through the Global Development and South South Cooperation Fund, and made positive contributions to the international refugee protection and humanitarian cause under the new epidemic.
