According to the Ministry of Agriculture and Rural Affairs, in order to expand the effective investment in agriculture and rural areas and improve the comprehensive agricultural production capacity, eight departments, including the Ministry of Agriculture and Rural Affairs and the Ministry of Water Resources, jointly issued the Work Plan on Expanding the Current Investment in Agricultural and Rural Infrastructure Construction (hereinafter referred to as the "Plan") to make arrangements for strengthening agricultural and rural infrastructure construction. The Plan clearly states that from now to the end of the year, we should focus on the weak points of agricultural and rural infrastructure, highlight the construction and upgrading of irrigation areas and other water conservancy facilities, supplement the weak points of agricultural and water conservancy facilities, as well as the construction of modern facility agriculture and cold chain logistics facilities for agricultural product storage and freshness preservation, accelerate the implementation of projects under construction, start a number of new projects, ensure that the physical workload is formed as soon as possible, and achieve results as soon as possible, in order to ensure supply and prevent inflation We will lay a solid foundation for stabilizing the overall economy. The Plan proposes to encourage qualified market entities to participate in the construction of major agricultural, rural and water conservancy infrastructure projects in terms of investment and financing mechanisms; In terms of fund raising, we should promote the linkage between government investment and financial credit investment and loan; In terms of operation mode, encourage social capital cooperation in the construction and operation of agricultural and rural infrastructure projects with high degree of marketization, such as facility agriculture and cold chain logistics; In terms of repayment sources, we will focus on the production and operation income formed after the completion of the project, and build a diversified repayment channel through project bundling, construction and operation. The Plan requires that all localities should strengthen overall planning and coordination, strengthen policy support, strengthen guidance services, strengthen supervision and inspection, take major project design as the support, make good use of investment and financing policy tools, improve the market-oriented operation mechanism, accelerate the progress of agricultural and rural infrastructure construction, ensure that it is completed as soon as possible and give play to benefits, and form an investment driven effect.
