Seeking Multiple Energy Supply Greece Survives in Crisis

2022-10-10

There is still a period of time before winter. There are many shops selling heating wood on the streets of Athens, the capital of Greece, and many of them have placed orders one month later. The recent high electricity and natural gas bills have made many Greeks "unbearable" and have to prepare for the winter early. The Greek Parliament announced in mid September that it would turn off the lights on the facade of the parliament building. Not long ago, the Greek government suggested that well-known landmarks in the country should shorten the lighting time at night, and required the grass-roots government to achieve the goal of saving energy by 10%. In Alimos, the southern suburb of Athens, Mayor Andreas Condillis told Xinhua News Agency that in order to achieve the goal of energy conservation, the city is installing roof solar panels in various institutions and replacing the natural gas burners of public institutions with relatively cheap oil fired ones. In addition to practicing strict economy, the Greek government also alleviates the pressure on the people caused by the high energy prices through subsidies and other means. Greek Finance Minister Christos Stachylus said recently that the government has allocated 12.4 billion euros in the past 12 months, including 9.8 billion euros for electricity and natural gas consumption subsidies for households and enterprises. However, Konjilis believes that government subsidies are not enough to make up for the substantial increase in the cost of living. In the context of rising energy prices, ordinary people are under great economic pressure, and the whole society is affected. The persistently high energy prices have placed a heavy burden on the Greek people. According to the data released by the National Bureau of Statistics of Greece, the price of natural gas in Greece rose 261.3% year on year in August this year. The increase in energy costs has become the main reason why the inflation rate in Greece has continued to exceed 10% in recent months. Mihalis Massiulakis, academic director of the Greek Energy Forum, a Greek think-tank, told reporters that Greek people and enterprises are facing high energy prices, just like the whole Europe, due to the geopolitical tension. Even with government subsidies, the average person's energy bill is still 60% or 70% higher than last year. Massiulakis said that the price of Greek energy is closely related to the price of European energy futures market. Although Greek and some European governments advocate intervening in the market to control prices, these measures are only "temporary" and should not be a long-term solution. The Greek government is trying to promote the diversification of energy supply, especially the diversification of natural gas supply, to address the energy problem. Natural gas accounts for about 30% of Greece's energy structure. Previously, about 40% of the natural gas in the Greek market came from Russia. At present, the share of non Russian LNG in Greece's energy structure has increased significantly, from less than a quarter to nearly half, indicating that Greece is seeking different energy suppliers to ensure energy security. On the small island in the Megara Bay west of Athens, the only natural gas terminal in Greece, Revisosa LNG Terminal, welcomed 39 LNG ships in the first half of the year, a significant increase compared with 15 ships in the same period last year. The Levosusa LNG Terminal was built in 2000 and is now affiliated to the Greek National Natural Gas System Operation Company. Nicos Kazis, the director of the company's asset management department, introduced that the utilization rate of Levi Sousa has improved significantly in recent years. In 2021, 32% of the Greek natural gas market will come from this terminal
