The Interim Measures for the Supervision and Administration of the Quality and Safety of Food related Products issued by the State Administration of Market Supervision will come into force on March 1, 2023. The Interim Measures specify the main responsibility of the "first responsible person" of the production and sales personnel and the territorial supervision responsibility of the market supervisors, require the producers to be equipped with quality safety directors and quality safety officers, further clarify the main responsibility of enterprises, the responsibility of government leaders, the responsibility of comprehensive supervision and direct supervision, and fully guarantee the quality and safety of food related products. In terms of supervision and inspection of the whole production process, the Interim Measures have established a control system covering the whole production process of food related products in key links such as production, storage and packaging. Producers are required to establish management systems and control measures such as raw and auxiliary materials management, production key point control, factory inspection control, etc. to achieve quality and safety traceability of food related products, ensure that all links from raw and auxiliary materials and additives procurement to product sales can be effectively controlled, and timely identify potential safety risks in the production process. The Interim Measures focus on the prominent problems such as the difficulty in standardizing production behavior and the imperfect regulatory system, strive to get through the blocking points of collaborative supervision, clarify the requirements for full coverage of routine inspection, daily supervision and inspection, special supervision and inspection, and refine the provisions on inspection points, inspection contents and results disposal.
