The 31 provinces, autonomous regions and municipalities directly elected 2629447 deputies to the people's congresses at the county and township levels, an increase of 151459 or 6.11% over the previous session. The general election of the National People's Congress at the county and township levels was conducted in accordance with the law, safely, steadily and orderly. The enthusiasm of the broad masses of voters was high. The election environment was clean and the people were satisfied with the election results, which demonstrated the characteristics and advantages of socialist democracy with Chinese characteristics. To implement the requirements of the Fourth Plenary Session of the 19th CPC Central Committee to "appropriately increase the number of deputies to grass-roots people's congresses", the Standing Committee of the National People's Congress revised the electoral law to increase the number of deputies to county level people's congresses from 120 to 140, and the number of deputies to township people's congresses from 40 to 45. According to the revised electoral law, the standing committees of provincial and county level people's congresses have re determined the number of deputies to people's congresses at the county and township levels. When allocating the new number of deputies, various localities paid attention to the grass-roots people and community workers, among which, the number of deputies to the people's congresses at the county level was focused on the streets transformed from towns and villages, which targeted to solve the problem of insufficient political participation of the grass-roots people after the villages and towns were transformed into streets. This general election of county and township people's congresses involved 1.064 billion voters, which is the most vivid practice of people's democracy in the whole process. 921 million voters participated in the election of deputies to county level people's congresses, accounting for 86.49% of registered voters; 623 million voters participated in the election of deputies to township level people's congresses, accounting for 85.63% of registered voters. The successful electoral districts at the county and township levels accounted for 99.80% and 99.97% of the total electoral districts respectively. In this general election, 670563 deputies to the people's congresses at the county level and 1958884 deputies to the people's congresses at the township level were elected. The representative structure was further optimized, fully reflecting the advancement, universality and representativeness. Among the elected deputies to the people's congresses at the county and township levels, the proportion of front-line workers, farmers, professional technicians and other grassroots representatives was 52.53% and 76.75%, respectively, 1.47 and 0.21 percentage points higher than that of the previous session; The proportion of women representatives was 31.64% and 32.36% respectively, up 3.23 and 4.34 percentage points compared with the previous session; The minority representatives accounted for 15.42% and 17.18% respectively; Returned overseas Chinese representatives shall be guaranteed in accordance with the law.
