According to the latest data from the Ministry of Human Resources and Social Security, from January to August, local governments have distributed 64.63 billion yuan of job stabilization funds to 11.201 million enterprises, playing an important role in stabilizing enterprises, stabilizing employment and ensuring people's livelihood. Unemployment insurance is an important part of the social security system and an integral part of the active employment policy. Since this year, in order to further mitigate the impact of the epidemic on enterprises, China has increased the proportion of stable post return of unemployment insurance for small, medium-sized and micro enterprises from 60% to 90%, and for large enterprises from 30% to 50%. According to the statistics of the Ministry of Human Resources and Social Security, in the first eight months, all regions distributed 44.84 billion yuan of unemployment insurance return funds to 7.211 million enterprises. The number of enterprises benefiting from unemployment insurance and the amount of returned funds were 1.8 times and 1.9 times higher than that of last year, respectively. More than half of the insured enterprises in China benefited, effectively helping enterprises overcome the difficulties. In addition to implementing the return of unemployment insurance to help stabilize jobs, the Ministry of Human Resources and Social Security has also innovatively introduced a one-time training subsidy policy to support enterprises affected by the epidemic to stabilize their jobs, including all insured enterprises that are temporarily unable to operate normally in areas with medium and high risk of epidemics, as well as catering enterprises in five industries in areas without medium and high risk of epidemics. Four months after the implementation of the policy, 3.957 million enterprises nationwide have received 19.68 billion yuan of training subsidies. In terms of supporting the employment of key groups, various regions have launched a one-time post expansion subsidy policy to support enterprises to attract college graduates for employment. 110 million yuan has been granted to 33000 enterprises, benefiting 103000 college graduates. "More than 160 million market players are an important cornerstone of China's economy and the key to stabilizing the employment base." Zhang Chenggang, director of the China New Employment Pattern Research Center of Capital University of Economics and Business, said that due to multiple factors such as the epidemic situation, some enterprises are under increasing pressure to operate. At a critical time, using the "real gold and silver" of unemployment insurance to strengthen support for enterprises can not only encourage enterprises to stabilize their posts and expand their jobs, but also help enterprises to enhance their confidence in development and stabilize economic growth. The person in charge of the Department of Unemployment Insurance of the Ministry of Human Resources and Social Security said that while the policies were strengthened, the human resources and social security departments in various regions also comprehensively promoted the new "free application and enjoy" handling mode, and made every effort to promote the implementation of various measures to achieve results. By simplifying the handling process, shortening the time limit for fund issuance, enterprises were changed from looking for policies to looking for enterprises for policies, funds, and services, and the dividend of reducing the burden and stabilizing the post was released at a faster pace.
