Industrial parks are an important engine for regional economic development and an important platform for promoting the overall green transformation of economic and social development. On September 22, the CPPCC Guangdong Provincial Committee held a special session of the Standing Committee for Political Discussion on the theme of "actively implementing the 'dual carbon' strategy and promoting the high-quality development of industrial parks", and relevant leaders of the provincial government attended the meeting to report the relevant situation. Previously, the provincial CPPCC research team conducted extensive research and formed a special research report. The report points out that in promoting the implementation of the "dual carbon" strategy in the industrial parks of our province, there are still some problems such as unclear carbon emission base and carbon peak path, weak energy structure adjustment and industrial structure transformation, and incomplete "dual carbon" related industrial policies. It is suggested to improve the policy system for green and low-carbon development in the industrial parks, build a unified and standardized carbon emission statistics and accounting system, build a carbon neutral demonstration park, and explore the carbon footprint The carbon label certification mechanism will improve the supply level of green energy and further promote the green, low-carbon and high-quality development of industrial parks. Guangdong is a province with large economy and carbon emissions. The meeting reported that in recent years, Guangdong has made remarkable achievements in promoting the green transformation of economy and society. In 2020, the total energy consumption of Guangdong will reach 345 million tons of standard coal, the proportion of non fossil energy consumption will be 30.3%, the energy consumption intensity per unit GDP will be 0.31 tons of standard coal/10000 yuan, about two-thirds of the national average, and the carbon intensity per unit GDP and energy consumption intensity per unit industrial added value will be about half of the national average. At present, our province has fully started the preparation of the "1+1+N" policy system for carbon peak carbon neutralization, successively issued the implementation opinions on the complete, accurate and comprehensive implementation of the new development concept to promote carbon peak carbon neutralization, and put forward the idea design, timetable, road map, and construction drawing for carbon peak carbon neutralization. However, the research team found that the basic work of "double carbon" in the industrial park still has serious weaknesses due to the imperfect carbon emission statistics and accounting system and uneven enterprise development level. Specifically, it is difficult to accurately count the carbon emissions bottom account, the "double carbon" development plan is still unclear, and the level of carbon emissions life-cycle management is low. In this regard, the report proposes to improve the policy system for green and low-carbon development of industrial parks, integrate the "dual carbon" strategy into the medium and long-term development plans at all levels, improve the green and low-carbon evaluation standards of industrial parks, set up special funds, and release policy dividends through tax reduction, fee reduction, awards and subsidies. Build a number of carbon neutral demonstration parks, and encourage governments at all levels to increase support for the demonstration parks in terms of policy, capital and technology. At the same time, the report suggests that we should speed up the establishment of a comprehensive, scientific and algorithmic carbon emission accounting method system for the industry, improve the carbon emission accounting mechanism for the industry and enterprises, take the lead in terms of departmental cooperation, accounting methods, technical means, etc., and build an intelligent carbon emission monitoring and management platform that connects "the government, industrial parks, enterprises, and verification institutions" to improve the reliability of carbon emission data. Select a number of key products to explore the carbon footprint and carbon label system, and gradually improve the certification mechanism of carbon footprint and carbon label of industrial products, especially export products in the whole life cycle.
