Opening of the general debate of the 77th United Nations General Assembly
2022-09-21
The general debate of the 77th United Nations General Assembly opened at the United Nations Headquarters in New York on the 20th. Heads of state, government and high-level representatives of many countries will explore solutions to major issues and challenges of common concern to the international community, such as the Ukrainian situation, climate change, the multiple crises triggered by COVID-19 and many other factors, global development and United Nations reform. In his speech, UN Secretary General Guterres warned that the world "has been in great trouble", international cooperation has been undermined, geopolitical differences are deepening, inequality is growing, the climate crisis continues to worsen, biodiversity is lost seriously, and the goal of sustainable development "is sending a distress signal". The results achieved in the most basic sustainable development goals of poverty reduction, hunger eradication and quality education are also being reversed. Guterres said that the United Nations Charter and the ideals it represents are "in danger". The world is trapped in "serious global dysfunction" and lacks a "global architecture" to deal with these problems. He called on all countries to uphold the core mission of the United Nations to achieve and maintain peace, respect international law, and use dialogue mechanisms to bridge differences. He stressed that "no major global challenge can be resolved through a 'coalition of will'". Guterres also urged countries to vigorously develop renewable energy and help relevant countries adapt to the worsening climate impact. As for the seriously hindered development, he called for the launch of a stimulus plan for sustainable development goals led by the G20 to help promote the sustainable development of developing countries. He stressed that the international community can cultivate "the seeds of hope" as long as it is united. President of the 77th session of the United Nations General Assembly (UNGA) Josef Kelleher presided over the opening ceremony. In his speech, he called on all countries to embrace the "spirit of solidarity, sustainable ideas and scientific methods" to deal with a series of problems facing the world, such as climate change. He said that the challenges were huge and interrelated, but not "insurmountable". He stressed that efforts should be made to revitalize the United Nations and promote negotiations on the reform of the Security Council, because this "concerns the credibility of the United Nations and the multilateral order". The theme of the general debate of the current session of the General Assembly is "watershed moment: addressing intertwined challenges with change solutions". The General Assembly of the United Nations is the main deliberative, supervisory and review body of the United Nations, which is composed of all Member States of the United Nations. The General Assembly holds regular sessions from September to December each year. The regular session is usually divided into two stages. The first paragraph is the general debate stage, and the second paragraph is the stage when the General Assembly considers the issues on the agenda. (Liu Xinshe)
