Since this year, Guangzhou has strengthened the relevant governance work on illegal traffic behaviors of electric bicycles. From October 1, Guangzhou will punish electric bicycles that are not registered and registered but still on the road according to law. Recently, the Administrative Reconsideration Office of Guangzhou Municipal People's Government (hereinafter referred to as "the Administrative Reconsideration Office of Guangzhou Municipal People's Government") found in the trial of administrative reconsideration cases that the administrative disputes caused by the illegal traffic of electric bicycles are on the increase. Taking July to August this year as an example, there were 45 administrative reconsideration cases involving electric bicycles, a year-on-year increase of 137% compared with 19 cases in the previous two months, accounting for 43% of the new public security traffic administrative reconsideration cases received by the municipal government's reconsideration office in the same period. According to the person in charge of the Municipal People's Government's Office for Reconsideration, the main reason for this kind of administrative dispute is that electric bicycle drivers are not familiar with relevant road traffic safety laws and regulations, and most people have not yet realized that their behavior has violated the road traffic safety laws and regulations when facing investigation and punishment. In response to the above issues, the Municipal Government's Office for Reconsideration has sorted out five types of common road traffic safety violations involving electric bicycles, as well as corresponding legal responsibilities, to remind and guide the majority of electric bicycle drivers to consciously abide by traffic rules. 1. For reverse driving, according to the relevant provisions of the Road Traffic Safety Law, motor vehicles and non motor vehicles shall pass on the right side. The reconsideration office of the municipal government reminded that the non motor vehicles also violated the laws and regulations on road traffic safety and would face an administrative penalty of warning or a fine of 50 yuan. Ignorance of relevant traffic laws and regulations or the need to drive a longer distance without going against them cannot be the cause of stopping illegal acts. 2. In addition, many drivers believe that when there are only motor vehicle traffic lights at the intersection, even if non motor vehicles do not follow the traffic signal regulations, it does not constitute an offence. According to the relevant provisions of the Regulation on the Implementation of the Road Traffic Safety Law, the electric bicycle driver shall follow the traffic signal lights of non motor vehicles at the intersections where non motor vehicle signal lights are set. If no non motor vehicle signal lights are set, they shall follow the traffic signal lights of motor vehicles. If the driver of an electric bicycle violates the above provisions, he or she will face an administrative penalty of warning or a fine of 20 yuan. 3. Article 57 of the Road Traffic Safety Law of the People's Republic of China stipulates that non motor vehicles shall run in the non motor vehicle lane if they do not drive in the non motor vehicle lane. In this regard, many investigated drivers raised questions: Why are they still punished by the traffic police when there is no non motor vehicle lane on the road where they drive electric bicycles? Article 57 of the Road Traffic Safety Law stipulates that non motor vehicles shall ride on the right side of the carriageway on roads without non motor vehicle lanes. Therefore, on the road without non motor vehicle lane, if the electric bicycle driver does not drive on the right side of the roadway according to the above provisions, it is also an illegal act and will face a warning or an administrative penalty of 20 yuan. 4.
