Recently, the National Medical Insurance Bureau issued the notice on special treatment of dental implant medical service charges and consumable prices (hereinafter referred to as the notice), requiring that special treatment of dental implant prices be carried out in public and private medical institutions. With the improvement of living standards and the deepening of the aging of the population, the demand for dental implants in China has continued to show a double-digit high-speed growth. At the same time, the problems of nonstandard fees and heavy burden of fees in this field have increasingly become one of the pain points of people's livelihood. The masses have strong reactions to such problems as "sky high fees" for dental implants, propaganda of false subsidies, deception of patients with low-cost advertisements, and buying and selling customers with "benefit fees" and "Introduction fees". It is reported that the cost of medical services accounts for a high proportion of the overall cost of dental implants. According to the preliminary results of the recent nationwide registration survey conducted by the National Medical Insurance Bureau, the average cost of medical services in public medical institutions in various provinces is more than 6000 yuan, and the cost in some provinces and cities is more than 9000 yuan, which has become one of the important reasons for the high cost of dental implants. There are various reasons for the high cost of medical services, including unreasonable project setting, excessive decomposition, excessive pricing, and arbitrary charges under various pretexts. From the opinions solicited in the early stage, most of the opinions believe that the whole process fees should be guided to return to a reasonable range when standardizing the fees. Some of the opinions believe that the value of technical services, the level of technology, the degree of risk and the scarcity of resources should be considered. Based on the opinions of the masses, medical institutions, professionals and other parties, the National Medical Insurance Bureau finally set the price control target of dental implant medical services in three-level public hospitals at 4500 yuan. For regions or medical institutions that meet specific conditions, the notice also specifies the conditions that can be appropriately relaxed. Specifically, at present, three-level public medical institutions have completed the whole process of planting, and the overall price of medical services is generally higher than 4500 yuan per capsule. Targeted measures should be taken to introduce them into the new areas where the overall price does not exceed 4500 yuan per capsule. The control objectives of public medical institutions below three-level should be reduced correspondingly by referring to the local policy of graded pricing of medical services. Regions with conditions are encouraged to further reduce prices by means of negotiation and consultation, cost supervision and examination within the scope of regulation and control objectives, so as to further expand the regulation and control effect to benefit the masses. At present, the overall price of medical services is generally lower than 4500 yuan per capsule, and the current low price is encouraged to be maintained. Regional differences are taken into account in the regulation and control objectives, and there is no one size fits all single standard. Regions with developed economies and high labor costs are allowed to relax the price control targets of medical services according to local conditions, with the relaxation rate not exceeding 20%; Local medical institutions with high success rate of dental implants are encouraged to explore a targeted and loose overall control policy for the price of dental implant medical services. In addition, the notice also requires that centralized procurement of dental implant consumables should be the main focus, and transparent and reasonable prices should be formed through competition. Among them, implants, as industrial manufactured products with standardized production and cross regional supply, refer to the experience of centralized procurement of high-value medical consumables such as coronary stents and artificial joints, implement the alliance led by Sichuan Province and participated by all provinces, and require all public medical institutions providing oral implant services to participate, and mobilize private medical institutions to
