China calls for all-out efforts to avoid further deterioration of the humanitarian situation in Ukraine

Geng Shuang, Deputy Permanent Representative of China to the United Nations, said during the Security Council's consideration of the humanitarian issue in Ukraine on the 7th that the international community must step up its action, make greater efforts for peace, and spare no effort to avoid further deterioration of the humanitarian situation in Ukraine. Geng Shuang said that the Ukrainian crisis has been postponed so far, and the humanitarian situation has continued to deteriorate, and the ordinary people have borne a heavy price for it. Worryingly, there is no sign of an end to the conflict at present, and the long winter is coming. Ukraine and surrounding countries are facing new and huge challenges. Geng Shuang said that as a principle, under no circumstances should civilians and civilian facilities be the targets of attacks in conflicts, and the protection of civilians must be put first. The parties concerned should strictly abide by international humanitarian law, safeguard the legitimate rights and interests of refugees and displaced persons, especially women and children, support the work of international humanitarian agencies, facilitate the evacuation of personnel, and cooperate with humanitarian relief. He said that China appreciates the safe asylum, humanitarian assistance and social services provided by Ukraine's neighboring countries to millions of Ukrainians. The international community should continue to lend a helping hand to Ukraine and neighboring countries, help them share the pressure of rescue, bring hope to more people in need, and create necessary conditions for those who wish to return home voluntarily. Geng Shuang stressed that China always takes the humanitarian situation in Ukraine in mind and has put forward the six point initiative and the international food security cooperation initiative to prevent a large-scale humanitarian crisis in Ukraine. China encourages Russia and Ukraine to maintain communication and cooperation on humanitarian issues, supports the United Nations and international humanitarian agencies in providing humanitarian assistance to Ukraine and surrounding countries on the basis of the principles of neutrality, impartiality and non politicization, and has always called for and promoted the return of food and fertilizer from Ukraine and Russia to the international market. The Chinese government has provided three batches of humanitarian aid to Ukraine. We hope that the children's milk powder, cotton quilts, moisture-proof mats and other humanitarian supplies we have provided can help more people survive the coming winter. Geng Shuang said that the Chinese side once again calls on the relevant parties to maintain dialogue and contacts, explore the possibility of a political solution, and accumulate conditions for an early ceasefire and cessation of war and the restoration of peace and stability. All parties should abandon political self-interest, stop exacerbating contradictions, creating division and advocating confrontation, and make practical efforts to resolve the crisis in Ukraine.
