Dai Bing, Deputy Permanent Representative of China to the United Nations, spoke at the plenary session of the high level Forum on a culture of peace on the 6th, stressing that peace building should respect national sovereignty. Dai Bing said that the theme of this high-level forum on the culture of peace is peace building, which has important practical significance in the current international situation. The Chinese side would like to share the following three views: first, it respects state sovereignty and adheres to the guiding principle of the country concerned. The government of a country is the representative of its people, the most important actor in peacebuilding, and the core force in dealing with conflicts and crises, promoting development and reconstruction, and rallying social solidarity. The international community should support post conflict countries in strengthening their governance capacity, building social consensus and taking a development path suited to their national conditions. Second, we should persist in promoting peace through development and lay a solid foundation for lasting peace. At present, the COVID-19 epidemic has swallowed up the development achievements of all countries, and the world economic recovery is weak. The implementation of the 2030 agenda faces serious challenges. The international community should actively support and help developing countries, especially African countries, to promote industrialization and modernization and constantly enhance the resilience of economic and social development. Third, we should strengthen inclusiveness and mutual learning among civilizations and build an atmosphere of a culture of peace. Different civilizations and cultures should learn from each other, develop together in mutual respect, cooperate for win-win results in seeking common ground while reserving differences, eliminate estrangement and misunderstanding through sincere dialogue, and build a solid foundation for lasting peace through inclusiveness. Dai Bing said that China has always practiced its peace mission with practical actions. China is the second largest contributor and major troop contributor to peacekeeping operations and actively supports the reconstruction and development of post conflict countries through multilateral and bilateral channels. China has put forward the "the Belt and Road" initiative, the global development initiative and the global security initiative, which have injected strong momentum into achieving common development and building common security. China has continuously increased its investment in Africa and contributed to the realization of long-term peace and stability in Africa. China is ready to work with the international community to continue to support peacebuilding with practical actions, achieve lasting peace and jointly promote the construction of a community with a shared future for mankind.
