Li Zhanshu, chairman of the Standing Committee of the National People's Congress, presided over the 8th BRICs parliamentary forum by video and delivered a keynote speech at the Great Hall of the people in Beijing on the evening of the 6th. The legislatures of the BRICs countries have maintained friendly exchanges for a long time, providing legal guarantee and policy support for BRICs cooperation in various fields. The NPC of China is willing to strengthen cooperation with the legislatures of BRICs countries, jointly implement the important consensus of leaders, promote the in-depth development of the BRICs partnership, safeguard world peace and stability, and help the world economic recovery and sustainable development. In his keynote speech, Li Zhanshu said that the legislative bodies of BRICs countries should combine their own characteristics and advantages, actively play their roles, help consolidate BRICs unity, deepen cooperation in various fields, and inject positive, stable and constructive forces into the world. First, uphold fairness and justice and safeguard peace and security. We welcome BRICs partners to actively support and participate in the global security initiative. The legislatures of the five countries should make good use of the inter Parliamentary Union and other cooperation frameworks, strengthen policy communication and coordination, and jointly safeguard the authority of the Charter of the United Nations and international law. Second, we should work together to promote development and prosperity. More than 100 countries and many international organizations, including the United Nations, have actively supported this initiative, and more than 60 countries have joined the group of friends of the global development initiative. We should continue to strengthen collaboration, start with solving the most pressing problems facing developing countries, and accelerate the implementation of the United Nations 2030 agenda for sustainable development. Third, adhere to openness and accommodation and expand practical cooperation. We should strive to implement the consensus reached by leaders, so that the people can benefit from it and maintain the vitality and vigor of the BRICs mechanism. We will continue to be driven by innovation, promote the BRICs partnership for a new industrial revolution, and provide the rule of law for new technologies and industries. Strengthen connectivity and provide new growth points for promoting trade facilitation and achieving economic recovery. Fourth, we should adhere to inclusiveness and mutual learning and expand dialogue and exchanges. Exchanges between legislative bodies are an important part of BRICs cooperation. We should constantly improve the cooperation mechanism between the legislative bodies, make good use of and develop the important platform of the parliamentary forum, and actively expand counterpart exchanges and friendly exchanges among the legislative bodies of the five countries. We will strengthen exchanges of experience in governing the country, improve the quality of legislation, and improve the level of scientific and democratic decision-making. Promote BRICs people to people and cultural exchanges and consolidate the public opinion foundation of BRICs cooperation.
