To promote the development of Guangdong cuisine, Guangdong is accelerating the pace of provincial and municipal coordinated legislation. A few days ago, the regulations on the development and promotion of Cantonese cuisine in Guangdong Province (Draft for comments) (hereinafter referred to as the "provincial regulations") once again solicited the opinions of relevant government departments, industry experts and scholars. At the prefectural and municipal level, the regulations of Shantou, Foshan, Meizhou, Jiangmen and Chaozhou are promoting the pre-trial work or conducting a new round of opinions solicitation. The reporter learned that the provincial and municipal regulations are intended to include prefabricated dishes in the provisions, which has aroused widespread concern from all walks of life. The "shadow" of prefabricated dishes can be found in the provincial regulations and the five municipal regulations that are currently being legislated. For example, the provincial regulations propose to provide for the development of prefabricated dishes by the provincial government, governments at or above the county level and relevant departments, including the establishment of a prefabricated dish industry project library, the cultivation of well-known brands and demonstration enterprises of prefabricated dishes, and the support of Guangdong cuisine skill masters and star rated "Guangdong cuisine masters" to participate in the development of prefabricated dishes. Shantou regulation proposes to support and cultivate Chaoshan cuisine and prefabricated characteristic brands and demonstration enterprises of seafood, beef balls and other specialty dishes; Meizhou regulation also plans to support counties (cities and districts) with mature conditions to plan and build Hakka prefabricated vegetable industrial parks. As a "new outlet" of the prefabricated food industry, how to form a joint force with the traditional catering industry to promote the inheritance and development of Guangdong cuisine, and how to use the force to promote the dissemination of Guangdong cuisine culture have become the focus of attention of provincial and municipal legislators. A person in charge of the Provincial Department of agriculture and Rural Affairs said that Guangdong cuisine has high requirements on food materials and is difficult to standardize, which to a certain extent limits the promotion of Guangdong cuisine. If the "Craftsmanship" of Guangdong cuisine masters is changed into "craft" through the development of prefabricated dishes, it will be conducive to promoting Guangdong cuisine to go out. Qiu Xin, associate professor of the Law School of Jinan University, also agrees with this view. He believes that if the legislation of Guangdong cuisine, from the perspective of inheritance and development, sets requirements on food safety and production standards for prefabricated dishes, and supports the production of prefabricated dishes that meet the standards, it will bring greater assistance to the development of Guangdong cuisine and cultural heritage. A few days ago, our province took the lead in establishing five local standards for prefabricated dishes in the country, namely, terminology and classification requirements for prefabricated dishes, general requirements for packaging and identification of prefabricated dishes in Guangdong, cold chain distribution specifications for prefabricated dishes, sensory evaluation specifications for prefabricated dishes, and guidelines for construction of prefabricated Vegetable Industrial Park, to further standardize the prefabricated vegetable industry and provide a more perfect practical basis for legislation. In addition, in the process of soliciting opinions, some views of the traditional catering industry have attracted the attention of local legislators. "In the survey, it was found that some traditional catering practitioners put forward many opinions and suggestions on the promotion of the development of Guangdong cuisine by prefabricated dishes." He Zhonglin, deputy director of the legal work committee of the Standing Committee of the Jiangmen Municipal People's Congress, said for example that traditional catering pays more attention to cooks' skills and cooking techniques and stresses "wok gas"; Prefabricated dishes, to a certain extent, require consumers to operate conveniently. Therefore, some traditional catering practitioners call for paying attention to the protection of traditional Cantonese cuisine, the training of chefs and the inheritance of skills when writing prefabricated dishes into the regulations. Cheng Gang, deputy to the Guangzhou Municipal People's Congress and Secretary General of the Guangdong catering service industry association, believes that Cantonese cuisine emphasizes "fresh, fresh, tender and smooth", and requires high freshness of raw materials and cooking methods, which is a major challenge for the prefabrication of Cantonese cuisine. At the same time, prefabricated dishes have developed rapidly, but there are problems such as inconsistent definitions and standards.
