Recently, the World Conference on the development of Vocational and technical education was held in Tianjin. More than 700 representatives from government institutions, international organizations, industrial enterprises, schools and research institutions from 123 countries and regions attended the conference and conducted in-depth exchanges and extensive discussions on the theme of "development of Vocational and technical education in the post epidemic era: new changes, new methods and new skills". The meeting formed the Tianjin initiative, issued the white paper on the development of China's vocational education, showed the world the achievements of China's vocational education development, introduced China's experience in the development of vocational education, and called for joint promotion of global practical cooperation in vocational education, which triggered a heated debate in the society. For many years, the development of Vocational Education in China has been in the awkward situation of "hot at the top and cold at the bottom", and the social identity of vocational education has been facing a great test. What is exciting is that after long-term practice and exploration, China has entered a new era. China has built the largest vocational education system in the world and formed a unique modern vocational education development paradigm. At present, China's vocational education has gradually and deeply integrated into the world's reform and development trend of vocational education. It can undertake more responsibilities and obligations within its capacity, and contribute Chinese wisdom and Chinese solutions to global vocational education governance. First, we should constantly highlight the development status and type attributes of vocational education. China attaches great importance to vocational education, places vocational education in a more prominent position in economic and social development and education reform and innovation, and stipulates that vocational education is an education type with the same important status as general education, an important component of the national education system and human resources development, and an important way to cultivate diversified talents, inherit technical skills, and promote employment and entrepreneurship. Since the 18th National Congress of the Communist Party of China, governments at all levels have continuously strengthened policy supply and institutional innovation, accelerated the construction of modern vocational education system, and built a diversified school running pattern and a modern vocational education governance system. China's vocational education has realized the transformation from scale expansion to high-quality connotative development, from referring to general education to forming a relatively independent education type, and entered a new stage of improving quality, cultivating excellence, and adding value and enabling. Thanks to the government's high attention, reform and innovation and modern governance, China's vocational education has made remarkable achievements, providing important strategic support for achieving sustainable development. Second, always adhere to the functional value and people's position of vocational education. China continues to build and improve the system of modern vocational education development, give full play to the advantages of the socialist system with Chinese characteristics, adhere to the combination of government guidance and market guidance, the combination of economic development and people's livelihood, and the combination of education and industry, and effectively form the development model of China's vocational education. In terms of running vocational education, the Chinese government has always adhered to the value position of people first. Through more effective institutional arrangements and resource allocation, it constantly meets the people's expectations for high-quality vocational education, ensures that the people have more sense of education, promotes the development of vocational education to benefit all the people more equitably, and gives everyone a chance to shine in life. China has established a complete system of exemption, subsidy, assistance, award and loan for vocational education. According to statistics, more than 90% and 40% of the students in secondary vocational schools are covered by tuition free and financial aid respectively. China's vocational education has trained more than 61 million people in all walks of life
