Dongsheng District is the main urban area of Ordos City. Kangbashi District, 30 kilometers away from Dongsheng District, is the seat of Ordos Municipal government. Dongkang expressway is one of the main channels connecting Dongsheng District and Kangbashi district. In January 2022, my colleagues and I found that the g109 line entering the Dongkang expressway, as an important access to the city in Dongsheng District, has been saturated for a long time. In particular, the connection between the g109 line and Daqiao road and Tuanjie road around the island is at the traffic throat of the city, and the traffic congestion problem is increasingly serious. "Road traffic is related to the personal and property safety of the people and belongs to major social and public interests." After discussion, the special class of public interest litigation of our hospital decided to carry out field investigation immediately. My colleagues and I observed and monitored the road conditions at the roundabout in different time periods for a week, collected relevant traffic accident records, and entrusted professional and technical personnel organized by a third party to conduct traffic flow statistics and UAV aerial photography survey at the roundabout in the morning and evening peak hours, and analyzed and demonstrated the traffic congestion problem. We found that the traffic flow of this section in the morning and evening peak hours is close to 3000 PCU / h (vehicle flow per hour), which is far beyond the road carrying capacity. Traffic congestion often occurs, leading to traffic chaos and frequent accidents, and there are great potential safety hazards. "Every time we walk this section of the road, we are afraid that if we are not careful, we will not be able to get out for more than an hour." "Really, I'm almost mentally handicapped. Every time I get stuck, I feel anxious and annoyed." When communicating with the passing drivers, they all expressed their dissatisfaction. In order to solve the traffic congestion of this section and eliminate the potential safety hazards, we consulted the traffic and traffic management experts and entrusted the traffic planning and Design Institute to analyze the causes and treatment measures of road traffic congestion and put forward the treatment plan. As the case undertaker, I visited the experts of transportation planning and design institutions for many times to discuss the feasibility of the treatment scheme and ensure that the scheme conforms to the actual situation of the region. On March 3, our court filed a public interest lawsuit case for the clue of this problem. On March 9, our court formulated and issued procuratorial suggestions to the administrative organs with supervisory responsibilities to supervise and urge the performance of their duties. After receiving the procuratorial suggestions, the relevant administrative organs attached great importance to it, and the main leaders led the team to supervise it. Finally, they adopted the governance plan of the traffic planning and Design Institute, and took comprehensive governance measures such as adding signal lights, installing traffic signs for giving way and no turning around, and dispatching more police. Through efforts, the traffic congestion in this section has been significantly improved. On May 9, the administrative organ made a written reply to our hospital. After receiving the reply, we did not simply close the case, but continued to follow up and carry out the work of "looking back" on the rectification effect. In addition to arranging on-the-spot investigation by the police, we also specially invited two deputies to the people's Congress to the road section for on-site evaluation and supervision. It was the evening rush hour, but the delegates found that the traffic was very orderly. "It's really not as congested as before, so the drivers can feel more comfortable." We are very pleased to hear the feedback from the representatives. Handling this case is an example of our hospital's active performance of duties and active participation in municipal social governance.
