A few days ago, the information technology and Software Industry Research Institute of CCID Research Institute released the evaluation report on China's big data regional development level (2022) (hereinafter referred to as the report). The report focuses on the three key dimensions of basic environment, industrial development and integrated application, selects relevant typical indicators, and takes 31 provinces (autonomous regions and cities) as the research object to evaluate and conduct in-depth comparative analysis on the development of big data policy system, industrial base, industrial chain and ecological system of each province. The southeast coastal areas have made comprehensive efforts in environmental construction, industrial development and integrated application, forming an overall advantage in big data development and leading the country in comprehensive strength. According to the report, the overall index of big data regional development level in Guangdong, Beijing, Jiangsu, Shanghai, Zhejiang, Shandong, Fujian, Sichuan, Hubei and Anhui ranks first in China. Chongqing, Guizhou, Henan, Tianjin, Hebei, Hunan, Liaoning, Jiangxi, Guangxi and Shaanxi rank the second echelon in the overall index of big data regional development level. The second echelon areas strengthen policy guidance and application traction to create a characteristic development path. Major strategic regions have basically formed the ability to drive spillovers. In the Beijing Tianjin Hebei region, Beijing has outstanding advantages in enterprise resources and innovation resources. It is giving play to the spillover effect and improving the overall level of big data development in the Beijing Tianjin Hebei region. In the Yangtze River Delta region, the development of big data is relatively balanced, the flow of factor resources across provinces and cities is relatively smooth, and the application of big data integration drives the further development of the industry. In the Yangtze River economic belt, the internal circulation of the industrial chain, innovation chain, policy chain and industrial application value chain of different sectors needs to be optimized, and a new breakthrough in the development of big data is being achieved through the integration of resources and cluster development. From the perspective of the development environment of big data industry, the big data development environment index of Guangdong Province ranks first. Jiangsu and Beijing are outstanding in gathering demonstration and intellectual support. Shanghai, Shandong, Zhejiang, Fujian, Sichuan, Guizhou and Hebei have achieved outstanding results in the construction of soft and hard environment for the development of big data industry. The second echelon of big data development environment each province relies on its own development endowment to make multi-dimensional efforts in the construction of big data soft and hard environment. In terms of industrial scale, there is a positive correlation between the scale of big data and its related industries and the GDP level of the province. The industrial support and human resources on which the development of big data enterprises depends tend to be concentrated in the southeast coastal provinces. In terms of innovation capability, at present, all provinces are focusing on emerging industries such as big data, taking breakthroughs in key core technologies as the development task or implementation project of digital economic policy, and promoting the deep integration of industrial chain and innovation chain. In terms of data resources, the process of public data open circulation and application has been accelerated, and the number of local government data open platforms and effective data sets have continued to grow.
