This is the first time that Zhuhai has issued a normative document on scientific research integrity. According to this document, the scientific research activity subjects who "lose faith" in Zhuhai will face the punishment of canceling the qualification for evaluation and excellence and the qualification for participating in scientific and technological projects. The subjects of scientific research integrity responsibility involved in the measures include project undertaking units, project undertaking personnel, third-party service institutions, consulting and evaluation experts, etc. For different behaviors, Zhuhai will implement classified treatment: on the one hand, scientific research dishonesty will be identified and dealt with in strict accordance with national policies or relevant laws and regulations; On the other hand, the integrity observation list is set up, and the behaviors that touch the integrity red line but have not reached the recognition standard of dishonesty are included in the observation list, and the corresponding treatment is given according to the situation. Among them, the recognition of scientific research dishonesty should be based on the effective judicial judgment documents, arbitration documents, administrative punishment or administrative awards and other administrative action decision documents. The specific behaviors include obtaining the project initiation and financial fund support of science and technology plan through fraud and other improper means, resulting in financial fund loss; In violation of relevant management regulations or contract agreements of science and technology projects, refusing to rectify and return financial funds as required; Plagiarizing, plagiarizing, misappropriating or tampering with the scientific research achievements of others, and infringing upon the intellectual property rights of others; It endangers national security, damages social and public interests, endangers human health, seriously violates moral norms, and violates scientific research ethics. The science and Technology Department of Zhuhai City will take measures separately or in combination as the case may be to deal with the relevant responsible subjects for scientific research dishonesty. Including revoking the honors obtained, suspending or canceling the qualification of participating in the evaluation of excellence within a certain period of time; Depending on the seriousness of the case, the qualification of participating in the science and technology plan project shall be cancelled for a certain period of time or permanently; Strengthen daily supervision and appropriately increase the frequency of supervision and inspection. It is worth noting that the measures have established a repair mechanism that is conducive to self correction and active self-improvement. It allows dishonest subjects or responsible subjects listed in the observation list to repair credit through active rectification and elimination of adverse effects, forming a closed-loop management from identification, recording, processing to repair and removal. In addition, the measures also established a "negative list" of financial scientific research project funds, which is implemented simultaneously with scientific research integrity management. It requires that the responsible subjects performing scientific research integrity shall not have the six behaviors listed in the "negative list". The promulgation of the measures is expected to help Zhuhai further create an honest and trustworthy scientific and technological innovation environment.
