The Interim Provisions are mainly based on the copyright law and the Marrakesh treaty, which stipulate the important concepts, rules and requirements, subject qualifications and compliance supervision related to the provision of works to people with reading disabilities in a barrier free manner, and provide specific guidance for the production and provision of barrier free format editions, which is conducive to implementing the support of the copyright law and the Marrakesh treaty for people with reading disabilities, It is also conducive to protecting the legitimate rights and interests of the obligee from unreasonable damage. The temporary provisions specify that people with reading disabilities include people with visual impairment and those who cannot read normally due to visual defects, perceptual impairment, physical disability and other reasons; Make it clear that the barrier free format version refers to the version of the work that can be perceived and effectively used by the reading disabled by adopting alternative ways or forms; It is clear that if a published work is made into a barrier free format and provided to people with reading disabilities, it may not be permitted by the copyright owner or paid to them, but it shall comply with relevant requirements. The Interim Provisions point out that the production and provision of barrier free format editions shall comply with the requirements of specifying the name or title of the author and the name of the works, using works of legal origin, respecting the integrity of the works, and only providing them to the readers with reading disabilities or barrier free format Edition service institutions that can provide relevant certificates through specific channels, not for profit, informing the copyright owner and recording relevant matters. In addition, it shall also abide by the administrative regulations and standards of publishing, film, radio and television, network audio-visual and other relevant industries. The Interim Provisions encourage the production and provision of the barrier free format through the barrier free format service institutions, and encourage the cross-border exchange of the barrier free format through the barrier free format cross-border exchange institutions.
