It is found that from 2017 to may 2021, in order to avoid the policy and supervision of the "two ticket system", three drug manufacturers including Tianxin pharmaceutical colluded with more than 50 drug agents in the downstream to cash in 87 kinds of drugs such as cefathiamidine for injection by purchasing raw materials at false high prices, and transferred funds to the downstream drug agents. The amount involved is huge, some of which is used to bribe medical personnel or specific related persons to carry out illegal drug promotion. The means by which these pharmaceutical enterprises falsely raised drug prices were carefully designed. First of all, drug manufacturers and drug agents sign cooperation agreements to increase the designated "dealers" in the purchase of raw materials. The "dealers" purchase raw materials at the normal price, and then sell them to drug manufacturers after the price is increased several times to ten times. Then, in the name of "price rise and high production cost of API", the drug manufacturing enterprises further transmit the false high price of API to the price of ex factory and bidding. That is to say, after a so-called intermediate "dealer" of API, the price of API purchased by pharmaceutical enterprises was "reasonably" pushed up. Since then, pharmaceutical enterprises have set the ex factory price of drugs very high. Outsiders use invoices and financial statements to calculate the cost, so it is difficult to find the hidden trouble. At present, three enterprises including Tianxin pharmaceutical have rectified the prices of 87 drugs involved in the case according to the requirements, excluding the false high part of the current price used for bribery, with an average decrease of more than 50%, and some products have been stopped from purchasing. Raising the price of API is a highly deceptive alternative. In the past, in the circulation of drugs, dealers at all levels increased prices at various levels. It was common to issue seven or eight invoices and increase prices seven or eight times. After the "two vote system" is implemented, the middle fare increase cannot be operated. However, the problem is that if the price of raw materials is increased before the drugs leave the factory, it may bypass the supervision of the "two vote system" and raise a large amount of funds for drug commercial bribery.
