The circular launched a new round of action to reduce the burden of young scientific researchers in such aspects as taking the lead, increasing opportunities, reducing assessment, ensuring time, and strengthening the body and mind. The circular proposes to promote young scientific researchers to "take the lead". The proportion of young talents under the age of 40 in the national key R & D program as project leaders and backbones has increased to 20%, and the scale of young scientists' projects in the national key R & D program has been expanded. The proportion of young scientific researchers under the age of 45 in the newly approved strategic pilot projects of the Chinese Academy of Sciences is not less than 50%. The notice is deployed to "increase opportunities" for young scientific researchers. The proportion of the basic scientific research business expenses of the central public welfare scientific research institutions and institutions of higher learning directly under the central departments to the subsidized young scientific research personnel is generally not less than 50%, and the non competitive scientific research funding support of not less than 5 years is given to the newly recruited doctoral graduates and postdoctoral students. Focusing on the "reduction of assessment", the circular made it clear that the assessment and evaluation methods of the national key research and development program young scientists, the National Science Fund for outstanding young scientists, the National Science Fund for outstanding young scientists, and the "science and technology innovation 2030 major project" young scientists should be improved, and a mechanism of due diligence and exemption from accountability should be established for scientific research projects in frontier fields with strong exploration and high R & D risks.
