Energy security is an overall and strategic issue related to national economic and social development. On July 27, at the press conference held by the state information office, the relevant person in charge of the National Energy Administration introduced the relevant situation of "accelerating the construction of an energy power and fully ensuring energy security". The energy independent guarantee capacity remained above 80%, and the per capita power consumption increased to nearly 6000 kwh. Zhang Jianhua, director of the national energy administration, said that from the perspective of energy consumption, China's energy efficiency has been continuously improved since 2014. The energy consumption per unit of GDP has been reduced by 20%, and the annual average growth of energy consumption of about 2.9% has supported the annual average growth of 6.2% of the national economy. The energy consumption structure was significantly optimized. The proportion of coal consumption decreased from 65.8% in 2014 to 56% in 2021, with an average annual decline of 1.4 percentage points, the fastest decline in history. The proportion of clean energy consumption increased from 16.9% to 25.5% over the same period, accounting for more than 60% of the increase in energy consumption. Remarkable achievements have been made in the prevention and control of pollution in the energy sector. The national ultra-low emission coal-fired power units exceed 1billion kW. The clean heating rate in northern China reached 73.6%, replacing more than 150 million tons of bulk coal. China has built the world's largest charging and replacement network, with a total of 3.918 million charging facilities. From the perspective of energy supply, the supply capacity and quality have been significantly improved. Since 2014, China's energy independent guarantee capacity has remained at more than 80%. The installed capacity of full caliber power generation exceeded 2.4 billion kw, and the per capita power consumption increased from 4000 kwh to nearly 6000 kwh, surpassing Britain and Italy, and close to Germany, France and other countries. 33 AC and DC UHV lines have been built, and the scale of "west to East power transmission" has exceeded 290million kW. At the same time, renewable energy continues to grow, with the installed power generation capacity breaking through 1.1 billion kw, accounting for 45.8% of the total installed capacity. The total output of oil and gas increased from 315 million tons of oil equivalent in 2014 to 365 million tons of oil equivalent in 2021. In 2021, crude oil production rebounded for three consecutive years, and natural gas production increased by more than 10billion cubic meters for five consecutive years. The new energy industry takes the lead in the world, and the first batch of projects of large-scale wind power photovoltaic bases have been fully started. At present, coping with climate change has become a universal consensus in the world, and new energy has also become a key area for countries to compete and invest. Li chuangjun, director of the new and renewable energy department of the national energy administration, said that in recent years, China's new energy industry has reached the world's leading level in terms of installed capacity, technical level, and industrial chain capacity. In the first half of this year, the demand of overseas photovoltaic market continued to be strong, and both volume and price rose. China's exports of photovoltaic modules reached 78.6 gigawatts, a year-on-year increase of 74.3%, and the total exports of photovoltaic products reached about US $25.9 billion, a year-on-year increase of 113.1%. China is accelerating the construction of large-scale wind power photovoltaic bases focusing on deserts, Gobi and desert areas. At present, a coordination mechanism for accelerating the development of renewable energy has been established, and a green channel for the acceptance and approval of project grid connection projects has been established to promote projects to "open as much as possible" and "combine as much as possible"; On the premise of not touching the ecological red line and not occupying cultivated land, we will work with relevant departments to further strengthen factor guarantee and speed up the implementation of supporting policies such as land use, environmental impact assessment and finance for large base projects. Up to now, the first batch of projects of large-scale wind power photovoltaic base have been fully started, and the list of the second batch of projects has also been issued, and the preliminary work is being carried out. The large-scale and high-proportion development and utilization of new energy is inseparable from the development of new energy storage. "The power of the traditional power system cannot be stored and needs instantaneous balance. After the large-scale access of wind power and photovoltaic, due to instability, the system will produce a lot of uncertainty, and then the new energy storage will play a role." Heyang, director of the power department of the national energy administration, said that the current new energy storage technology has made great progress in improving efficiency, reducing costs, extending service life and improving safety. By the end of 2021, the cumulative installed capacity of new energy storage in China has exceeded 4million kW, with a rapid growth rate. He Yang introduced that the next step to promote the development of new energy storage will also be done in four aspects: first, continue to promote the pilot and demonstration of new energy storage, and drive the innovation of new energy storage technology, business model and system mechanism. Second, for different application scenarios, work with relevant departments to study the dredging mechanism of new energy storage costs. Third, guide all regions to do a good job in the special planning and research of new energy storage, and guide all regions to adapt to local conditions and develop energy storage in a diversified manner. Fourth, make good use of the big data platform of new energy storage, strengthen information exchange and experience sharing, and promote the high-quality development of the whole new energy storage industry. In the first half of the year, the investment in major energy projects increased by 15.9% year-on-year, and the energy consumption in the second half of the year is expected to maintain a growth trend. Since this year, due to the changes in the international situation and other factors, the global energy supply has been tight. How about China's energy production in the first half of the year and how to view the energy supply and demand situation in the second half of the year? Li Fulong, director of the development planning department of the national energy administration, said that the energy industry should take multiple measures to improve energy supply capacity and effectively support economic and social development. In the first half of the year, the investment in major energy projects increased by 15.9% year-on-year. Among the major energy projects that are ready for construction this year, non fossil energy investment accounts for about 87%. At the same time, coal-fired power enterprises have made every effort to ensure power supply. By the end of June this year, the inventory of coal for power generation in the national unified dispatching power plants had exceeded 170 million tons, an increase of 51.7% year-on-year; Oil and gas production increased steadily. In the first half of the year, the crude oil production and natural gas production of industries above designated size increased by 4% and 4.9% year-on-year respectively; Hydropower, wind power and solar power generation increased rapidly, with year-on-year growth of 20.3%, 7.8% and 13.5% respectively. Zhang Jianhua said that since accelerating the construction of natural gas production, supply, storage and marketing system in 2018, China's gas storage scale has increased rapidly and doubled in more than three years. At present, the gas injection progress of underground gas storage is well implemented, and it can ensure the full storage and full operation before the heating season. In terms of international cooperation, we will continue to strengthen coordination with relevant energy producing and consuming countries and relevant parties, and strive to ensure the safe and stable operation of the four major oil and gas import channels in the northeast, northwest, southwest and offshore. "In the second half of the year, with the implementation and effectiveness of various measures to stabilize growth, it is expected that China's energy consumption will continue to grow, and the growth rate will be accelerated compared with the first half of the year. After entering the winter heating period, the demand for electricity, coal and natural gas will further increase." Li Fulong said that after November, immediately following the peak winter, the energy industry has formulated and implemented relevant security plans in advance to ensure the stability of energy supply in the second half of the year.
