These false data foam were injected on a large scale, resulting in the drowning of real appeals and voices, the flooding of platforms with false information and low-quality goods, the concealment of real high-quality information and goods, and consumers' difficulty in distinguishing the true from the false, making it easier to be deceived, and finally forming the effect of "bad money driving out good money" in cyberspace. The "network water army" does not only affect the purchase decisions and information reception of network users. When a large number of targeted special false information appear in cyberspace, it destroys the market order of fair competition, erodes the trust foundation of cyberspace, and pollutes the integrity soil of the network environment. What is more noteworthy is that the "online water army" has grown into a black and gray industrial chain with a clear division of labor. Some people, driven by interests, intend to manipulate or disrupt online public opinion by publishing illegal and harmful information to "create hot spots" and "rub hot spots"; Some use hyped negative information to carry out extortion and infringe on the legitimate rights and interests of the masses; Some illegally provide paid post deletion and volume control and evaluation hype services, undermining the order of cyberspace management. In recent years, relying on the "net" series of special actions, the public security organs have continued to investigate and crack down on the "network navy" related crimes in accordance with the law. In the past three years, more than 600 related cases have been investigated and more than 4000 suspects have been arrested. In 2022, the "Qinglang" series of special actions clearly strengthened the governance of the whole process and chain of traffic fraud, underworld public relations and "network water army". This will effectively curb the breeding and spread of the "cyber navy". However, the rectification of the "network water army" involves a wide range of stakeholders, and it is difficult to achieve it in one move, which requires a long time.
