The people's Bank of China and the Ministry of culture and tourism recently jointly issued the "notice on financial support for the restoration and development of the cultural and tourism industry" (hereinafter referred to as the "notice"), in order to give full play to various forces to promote the restoration and development of the cultural and tourism industry. The notice emphasizes that we should effectively improve the financial services for cultural and tourism enterprises, stabilize the workforce, promote the resumption of development of the cultural and tourism industry as soon as possible, give play to the important role of the cultural and tourism industry in accelerating the construction of a new development pattern and promoting high-quality development, and meet the needs of the people for a better life. At the same time, we should give full play to the dual functions of the total amount and structure of monetary policy tools, maintain reasonable and sufficient liquidity, and use monetary policy tools such as refinancing and rediscount to guide banking financial institutions to improve and strengthen credit services for cultural and tourism enterprises. Encourage cultural and tourism administrative departments at all levels to increase interest subsidy support for enterprises affected by the epidemic, and give play to the role of the government financing guarantee system in reducing the financing costs of cultural and tourism enterprises. The notice requires that the cultural and tourism administrative departments at all levels should give full play to the advantages of the competent departments of the industry and formulate a list of enterprises temporarily in difficulties affected by the epidemic. The people's Bank of China and its branches, together with the cultural and tourism administrative departments at all levels, organize banking financial institutions to understand the financing needs of enterprises and connect with the enterprises on the list. Banking financial institutions should actively support cultural and tourism enterprises to resist the impact of the epidemic, and improve the credit supply system for cultural and tourism enterprises through innovative products and other ways. The notice proposes to further expand the financing channels of cultural and tourism enterprises and strengthen the support for qualified cultural and tourism enterprises to issue bonds. Explore the establishment of cultural and tourism enterprise assets and product evaluation system, and support the revitalization of cultural and tourism enterprise assets. We should encourage the adoption of various measures to stabilize the ranks of employees in the cultural and tourism industries and improve credit reporting services for employees in the cultural and tourism industries.
