Since this year, many places have intensively introduced a series of policies and measures to activate the consumer market, and the issuance of consumer vouchers is one of the important starting points. According to the National Bureau of statistics, the total retail sales of consumer goods in the first half of the year was 21043.2 billion yuan, a year-on-year decrease of 0.7%. Among them, the total retail sales of social consumer goods in the second quarter fell by 4.6% year-on-year. From the biggest engine of economic development to the biggest factor hindering growth today, if the sluggish consumption situation cannot be effectively reversed, it is bound to have a chain effect on other fields, and then affect the steady growth of the overall economy. Behind the popularity of consumer vouchers is the urgent desire of all parties to accelerate the recovery and growth of the consumer market. In the short term, issuing consumer vouchers can indeed stimulate the rapid recovery of consumption, but as a stopgap measure to deal with the special period of the epidemic, consumer vouchers themselves are not a perfect means of stimulation. In practice, while seeing its positive role, we should also make a plan in advance - if the consumption vouchers are used improperly, it will also bring potential risks. There have been profound lessons in this regard. Since the outbreak of the epidemic, some places have blindly followed suit and rushed in, unrealistically issuing a variety of consumer vouchers, adding more burden to the already poor local finance. There are also some places that are not familiar with the rules for the issuance of consumer vouchers. Consumer vouchers are only issued to specific groups of people or large enterprises and brands. After a "headache cures the foot" operation, consumers do not buy, merchants' response is flat, and the role of consumer vouchers in boosting consumption is greatly reduced. The issuance of consumption coupons should not only be good at seeking advantages and avoiding disadvantages, but also grasp the time node. The latest data show that in June, China's total retail sales of consumer goods increased by 3.1% year-on-year, significantly better than -6.7% last month, and the growth rate far exceeded market expectations. From the perspective of monthly growth rate, it took only three months for the growth rate of total retail sales of social consumer goods to turn from negative to positive. During the epidemic in 2020, it took up to six months for this indicator to turn positive. It should be said that at present, China's consumption has returned to the rising channel, providing a valuable time window for the issuance of consumption vouchers. Compared with investment and export, consumption is a slow variable in economic growth. In the process of promoting the recovery and growth of consumption, we should pay attention to the coordination between the issuance of consumption vouchers and other policies and measures. We should not only give consideration to the relationship between moderation and balance, but also pay more attention to the unity of fairness and efficiency. At the same time, we should further improve the accuracy of the issuance of consumer vouchers, so that consumer vouchers are more inclined to catering, tourism, entertainment and other industries that are greatly affected by the epidemic, and more inclined to small, medium-sized and micro enterprises, so as to maximize its positive role in boosting consumption.
