In April, jointly with the national development and Reform Commission, it organized a video conference on flood control guarantee of the middle route of the South-to-North Water Transfer Project and jointly issued the "work plan for flood control safety guarantee of the middle route of the South-to-North Water Transfer Project", taking multiple measures to ensure the safety of the middle route of the South-to-North Water Transfer Project, water supply safety and water quality safety. Second, focus on the "suspended water above the head" of the middle line project, organize and complete the basic situation of 1301 reservoirs within the scope of influence on the left bank of the project, and establish and improve the reservoir account; Promote the danger elimination and reinforcement of the left bank reservoir, and urge relevant provinces and cities to speed up the progress of danger elimination and reinforcement. For dangerous reservoirs that have not completed danger elimination and reinforcement before the flood season, they will be empty in the main flood season; Strengthen the safety management and hidden danger investigation of the left bank reservoir. At present, the left bank reservoir has fully implemented the "three responsible persons" for dam safety and flood control of small reservoirs. Third, focus on the crossing rivers along the middle line project that may affect the flood control safety of the project, organize relevant provinces and cities to quickly review the current flood discharge capacity of the crossing rivers of the middle line project, and the local governments have submitted the results of model drainage; A comprehensive investigation has been carried out on the river channels (1 km upstream to 3 km downstream) that cross the middle line project in the form of inverted siphons, aqueducts, culverts and other types, which hinder the flood discharge of the river channels. 62 problems have been found and all rectification has been completed according to the requirements. At present, a review of the rectification is being organized. A special spot check was carried out on 46 flood control plans in 175 river channel crossing buildings in the main canal of the middle line, and the problems found have been required to be rectified quickly. Fourth, establish the responsibility system for repairing and handling flood control reinforcement projects destroyed by water, implement the cancellation system and list management, and complete the cancellation of one item. 21 flood control reinforcement projects involving safe flood control in 2022 have all completed the construction of the main works on schedule and meet the conditions for safe flood control.
