On August 11, 2020, the 21st Meeting of the Standing Committee of the 13th National People's Congress voted to authorize the State Council to carry out the pilot work of Hong Kong legal practitioners and Macao practicing lawyers obtaining mainland practicing qualifications and engaging in the lawyer profession in nine mainland cities in Guangdong, Hong Kong and Macao Greater Bay area, such as Guangzhou, Shenzhen and Zhuhai. On October 5 of the same year, the general office of the State Council issued a notice to officially deploy and promote the pilot work. The previous mainland policy of opening up the Hong Kong and Macao lawyer service industry allowed Hong Kong and Macao law firms to set up representative offices in the mainland, Hong Kong and Macao lawyers were employed as legal advisers by mainland law firms, and Hong Kong and Macao were in partnership with mainland law firms. The last pilot work is a major breakthrough made on the basis of these policies. Xiao Shengfang, President of the provincial bar association, said that in terms of the scope of practice, the business scope provided by Hong Kong and Macao lawyers in the previous Guangdong Hong Kong Macao partnership law firm was equivalent to that provided in Hong Kong and Macao, that is, to provide legal affairs applicable to Hong Kong, Macao or foreign laws; The lawyers of Guangdong Hong Kong Macao Greater Bay District who were approved to practice this time provided mainland legal services, that is, they can handle some civil and commercial litigation cases and some civil and commercial non litigation legal affairs applicable to mainland laws in the nine mainland cities of Guangdong Hong Kong Macao Greater Bay district. Xiao Shengfang believes that this pilot will fully integrate the talent resources of excellent lawyers in Hong Kong and Macao, break the legal service barriers brought by the mainland, Hong Kong and Macao legal systems, provide diversified and convenient cross-border legal services for the parties, and also help promote the convergence of legal rules and mechanisms in the three places, create a good legal business environment in the Greater Bay area, and help the integrated development of Guangdong, Hong Kong and Macao Greater Bay area.
