The provisions of Hainan Province on Intangible Cultural Heritage (hereinafter referred to as the provisions) shall enter into force on July 1. Hainan officials held a press conference on the 1st to introduce that focusing on the main line of protecting, inheriting and making good use of intangible cultural heritage, Hainan has made distinctive, targeted and operable provisions from the aspects of improving the intangible cultural heritage protection system, strengthening the inheritance and dissemination of intangible cultural heritage, and promoting the rational utilization of intangible cultural heritage, so as to promote the solution of the practical difficulties and problems existing in the protection of intangible cultural heritage. Zouxianfeng, a second-class inspector of the Department of tourism, culture, radio, television and sports of Hainan Province, said that under the institutional framework of the upper law and in combination with the actual situation of Hainan, the regulations further improved the intangible cultural heritage protection system: first, it made up for the gap that the upper law only stipulated the list of national and provincial representative projects, and established the list system of county-level intangible cultural heritage representative projects in Hainan Province. The second is to summarize the practical experience of forming classified protection, and clearly implement classified protection according to the attributes, characteristics and survival status of representative intangible cultural heritage projects. Third, for the problems of inadequate support measures for representative project protection units and representative inheritors in practice, it is required that the tourism and cultural departments at or above the county level support the project protection units through subsidies, rewards and other means. "The regulations follow the superior law, but do not repeat the superior law, emphasize the pertinence and operability of the regulations, highlight the characteristics of intangible cultural heritage in Hainan and the construction requirements of free trade port, and are embodied in many specific provisions." Wu Kunjin, director of the economic and regulatory department of the law working committee of the Standing Committee of the Hainan Provincial People's Congress, said, for example, in order to promote the integration of intangible cultural heritage protection into the national strategy of rural revitalization, the provisions require people's governments at or above the county level to support the construction of intangible cultural heritage employment workshops, cooperatives, family workshops, etc. based on the unique intangible cultural heritage in the region, promote the revitalization of traditional crafts in rural areas, and develop rural cultural and sports industries and rural tourism. In addition, the regulations encourage overseas Chinese to participate in the inheritance, dissemination, publicity and promotion of intangible cultural heritage, and strengthen the research, exchange and cooperation on intangible cultural heritage originated in Hainan opera and other intangible cultural heritage inherited abroad. Combined with the construction of free trade ports, the regulations give full play to the policy advantages of free trade ports, such as freedom and convenience of trade and investment, and encourage citizens, legal persons and other organizations to make rational use of intangible cultural heritage creation to develop animation, games, performing arts, film and television and other characteristic cultural products and services. Chen Hongni, deputy director of the public culture division (intangible cultural heritage Division) of the Department of tourism and culture of Hainan Province, said that Hainan has rich and colorful intangible cultural heritage resources. At present, Hainan Province has 32 national intangible cultural heritage representative projects, 82 intangible cultural heritage representative projects above the provincial level, and more than 300 intangible cultural heritage representative projects above the county level. Among them, the traditional spinning, dyeing, weaving and embroidery skills of Li nationality were listed in the first batch of intangible cultural heritage list in urgent need of protection by UNESCO in 2009. Chen Hongni said that the regulations have consolidated the management system of intangible cultural heritage protection in Hainan Province, especially the main responsibilities and specific responsibilities of people's governments at or above the county level in intangible cultural heritage protection. In addition, in view of the problems of low efficiency and few methods in the past protection and inheritance, the provisions put forward new provisions to improve the level of protection and inheritance. " Hainan will take the "Regulations" as an opportunity to further enhance the whole society's awareness of the protection of cultural heritage, promote the consolidation of poverty alleviation achievements and the effective connection between rural revitalization, and promote the protection of intangible cultural heritage to a new level.
