In order to strengthen the implementation of the employment policy, promote the quick enjoyment of the policy, and help employers stabilize jobs and expand employment, the Ministry of human resources and social security, the Ministry of education, and the Ministry of Finance recently issued a notice to deploy the implementation of the "direct subsidy and quick operation" of the social insurance subsidy policy for enterprises to absorb employment. The circular requires that all localities should thoroughly implement the decision and deployment of the CPC Central Committee and the State Council on stabilizing employment and ensuring employment, adhere to highlighting key points and implementing policies accurately, pay attention to data comparison and departmental coordination, accurately target employers that recruit people with employment difficulties, college graduates of the year of graduation and unemployed college graduates within two years of leaving school, speed up the construction of an implementation mechanism for policy recruitment, no sense of intelligence, direct subsidy and quick compensation, and expand the rate of policy implementation. The notice specifies four key tasks: first, speed up the whole process of online handling. All localities are required to speed up the establishment of a provincial-level integrated employment subsidy policy application and handling system, promote online application of policies, and provide employers and workers with services such as subsidy application, qualification verification, progress query and fund distribution. The second is to implement the "direct subsidy and fast operation" mode. Change the previous working mode of enterprises' door-to-door application and departments' approval at all levels, extract the information of newly added insured personnel of enterprises last month on a monthly basis, compare it with the real name database and graduate information of people with employment difficulties, actively screen and determine the units and personnel that meet the subsidy conditions, and actively promote the policy. Third, optimize the audit handling process. The frequency of audit shall be encrypted, and the audit shall not be accepted in a centralized manner simply on a quarterly or annual basis. Further optimize the handling process, reduce links, materials and time limit, and ensure that the units that actively apply for or screen and determine can enjoy the relevant subsidy policies as soon as possible. Fourth, prevent the risk of fund management. Refine operation methods, increase risk investigation, improve internal control system, put an end to counterfeiting, fraud, arbitrage and other phenomena, and strictly prevent internal and external collusion, illegal operation, dereliction of duty and other acts.
