On June 27, State Councilor and foreign minister Wangyi held a telephone conversation with acting foreign minister Mottaki of the Afghan interim government. Wangyi once again expressed sincere condolences on the earthquake disaster in Afghanistan and stressed that as a friendly close neighbor and sincere friend of Afghanistan, China shares the difficulties encountered by the Afghan people. The central and local governments, social organizations, enterprises and other forces worked overtime to actively implement emergency humanitarian assistance to Afghanistan and help the Afghan people tide over the difficulties. The first batch of tents, blankets and other materials are being transported to Afghanistan by chartered plane. Cash and other disaster relief materials will also be delivered as soon as possible. Chinese funded enterprises in Afghanistan have also taken action, and relief supplies are on the way to the disaster areas. The Chinese side is willing to provide more help in providing timely help according to the needs of the Afghan side. It is believed that Afghanistan will unite to overcome the disaster and rebuild its homeland as soon as possible. Wangyi pointed out that China's policy towards Afghanistan is clear and firm, maintaining stability and continuity. China has always respected the independence, sovereignty and territorial integrity of Afghanistan, the independent choices made by the Afghan people, and the religious beliefs and national habits of Afghanistan. China has never interfered in Afghanistan's internal affairs, pursued any private interests in Afghanistan, or sought the so-called sphere of influence. China and Arab States will soon hold the second meeting of the liaison mechanism at the working level of humanitarian assistance and economic reconstruction. It is hoped that the two sides will solidly promote practical cooperation in areas such as people's livelihood, economy and trade, agriculture, mining, connectivity and capacity building, and implement the consensus of bilateral meetings and the outcomes of Arab multilateral meetings, including the Tunxi initiative. It is believed that the Afghan side will take practical measures to resolutely crack down on all terrorist forces, including the "East Iran movement", and strengthen the security protection of Chinese citizens and institutions in Afghanistan. Wangyi expressed that China will continue to play a constructive role, support the Afghan side to build a broad and inclusive government, moderate and steady governance, preside over justice for the Afghan side in multilateral fields such as the United Nations and the Shanghai Cooperation Organization, promote the implementation of the outcomes of the third foreign ministers' meeting of Afghanistan's neighboring countries, and further unite the consensus of countries in the region to support the stability and reconstruction of Afghanistan. Mottaki sincerely thanked China for its condolences and assistance to Afghanistan, saying that China's assistance fully reflects the traditional friendship between China and Afghanistan, and Afghan victims have benefited greatly. Afghanistan has always been committed to developing friendly relations with China in various fields and will always adhere to the one China policy. The Argentine side fully understands China's security concerns and is willing to work with China to combat terrorism.
