The "several measures" put forward a number of breakthrough and innovative reform measures from the ten aspects of streamlining and optimizing scientific research business management, optimizing scientific research project fund management, improving scientific research project acceptance management, and deeply promoting the "downsizing" of supervision and inspection, with a lot of highlights. Among them, in the management of scientific research projects, our province will fully implement electronic signature and electronic signature services, and gradually eliminate paper materials except for projects with special requirements. In terms of the reform of the allocation method for scientific research projects, the allocation for provincial R & D projects in key areas and major provincial basic and applied basic research projects was changed from three-phase allocation to two-phase allocation. Carry out project research related activities for teaching and scientific research personnel of universities, scientific research institutes and medical and health institutions to go abroad, and make it clear that they can reimburse travel expenses and other related expenses in the scientific research project funds with their private exit and entry certificates, relevant approval documents, invitation letters and other supporting materials. In terms of acceptance management, supervision and inspection of scientific research projects, the "several measures" proposed that the acceptance management rights and responsibilities should be delegated, and the provincial scientific research projects with financial funds less than 1million yuan do not require a third-party audit report, and the financial department of the project undertaking unit can issue a final statement of funds. In addition, it is specified that the Department in charge of scientific research projects shall not supervise and inspect the same project more than once a year; The results of joint supervision and inspection by the competent department of scientific research projects and the financial department shall be shared and mutually recognized within the current year; The audit results of the audit department on the same scientific research project in the same year can be mutually recognized and shared. In order to encourage technology development, technical consultation, technical services and other activities, the "several measures" specify that institutions of higher learning, scientific research institutes, medical and health institutions and other institutions can draw and distribute awards and gratuities based on the recognized and registered technology contracts, which are separately managed in the total performance salary and are not included in the total performance salary verification and control base. In terms of establishing a "green channel" for professional title evaluation, according to the "several measures", scientific researchers who have made major breakthroughs in basic and applied technology research, cutting-edge technology research and key core technology research in the provincial "double ten" strategic industrial clusters, or have solved major engineering and technical problems, can directly apply for senior professional titles without restrictions on academic qualifications and qualifications. At the same time, the province will increase its support for young and female researchers, make it clear that the proportion of young researchers in provincial basic and applied basic research fund projects and major talent projects is not less than 60%, establish an evaluation mechanism conducive to the development of female researchers, and appropriately relax the age limit for female researchers in scientific research projects and talent projects.
