Recently, the Guangzhou Municipal Bureau of planning and natural resources said that it plans to introduce several measures for land planning and management in the near future to support the pilot work of upgrading rural industrial clusters. As an important carrier of folk economic power, rural industrial agglomeration has played an important role in a historical period. At present, it is faced with such prominent problems as low output, scattered space, disordered management and miscellaneous ownership. Facing the new era, Guangzhou carried out the pilot work of upgrading rural industrial clusters, and provided policy support for land planning and management for the "industrial to industrial" pilot project, involving nine aspects, such as improving historical land use procedures, land use indicators and scale support. Among them, land support policies mainly include: First, make full use of the provincial and municipal policy dividends, and clearly define the deduction of the indicators of reserved land by classification. The village collective historical land included in the scope of building the library according to the "three old" land use approval requirements for completing the procedures of collective land conversion is not required to deduct the indicators of reserved land. The second is that the government gives the village collectives appropriate profits. After the pilot project completes the historical land use procedures, in addition to providing land for public welfare facilities as planned, the proportion of operational land transferred to the government has been reduced from 20% to 0. Third, improve the transformation plot ratio. In principle, the plot ratio of industrial land in the pilot project is not lower than 3.0 and not higher than 5.0. For industrial plants and warehouses involving special process requirements, the plot ratio and floor height can be reasonably determined in combination with the actual industry. Fourth, it supports the division, registration and transfer of the registered industrial houses on the state-owned ordinary industrial land in the pilot project for the basic units according to the fixed boundaries of buildings, floors and rooms, and the construction area of the smallest unit shall not be less than 500 square meters. If the division and transfer area really needs to be less than 500 square meters due to the size of the enterprise, the nature of the industry, special technology and other reasons, the building area of the smallest unit shall not be less than 300 square meters, and shall meet the requirements of independent use and fire safety, the industrial orientation and policy requirements of Guangzhou, as well as the requirements of the region on taxation, economic contribution and growth. The relevant person in charge of Guangzhou Municipal Bureau of planning and natural resources said that the pilot projects are being screened from the aspects of spatial scale, industrial development, transformation willingness, ownership, and the relationship with the city's strategic layout, so as to explore the experience and practices that can be replicated and popularized, and create a "Guangzhou model" for the renewal and transformation of rural industrial clusters.
