Children are the future of the motherland and the hope of the nation. Civil affairs departments at all levels adhere to the working concept of "everything for children and everything for children", explore and build a child welfare system with Chinese characteristics, and create a "six in one" pattern for the protection of minors in the new era. Orphans and children in difficult circumstances, such as children who are actually not supported, are vulnerable groups that need special care and support from the party and the government. In 2010, the general office of the State Council issued the opinions on strengthening the protection of orphans, marking the formal establishment of the national basic living security system for orphans and a milestone in the history of the development of children's welfare in China. Over the past 10 years, China has continuously strengthened the top-level design of child welfare work, and a child welfare system with Chinese characteristics has been established and gradually improved. As a civil servant, I have experienced and witnessed the extraordinary 10 years of development of children's welfare. In the past 10 years, China's children's welfare policy has been further improved, a natural growth mechanism has been established for the minimum standard of basic living for orphans, and the basic living security standard for orphans has been raised year by year; The objects of child welfare protection have expanded from abandoned infants and orphans to children in difficult circumstances, such as children who are actually not supported, covering more groups of children. The content of protection has also gradually expanded from basic life to comprehensive security such as medical care and education. In May, 2021, the Ministry of civil affairs and other 14 departments jointly issued the opinions on further promoting the high-quality development of children's welfare institutions through optimization and quality improvement and innovative transformation, which is deployed during the "fourteenth five year plan" period to optimize and improve the quality of children's welfare institutions at the provincial and municipal levels, and transform children's welfare institutions at the county level into relief and protection institutions for minors. This is a major optimization and adjustment of the parenting style of child welfare institutions since the founding of new China. In the future, China will build a more professional, higher quality and more efficient child welfare work system in the new era, so as to spread sunshine for the growth and development of children in various difficulties. Over the past 10 years, the protection of minors has also started a new journey. From 2013 to 2014, the Ministry of Civil Affairs carried out pilot work on social protection for minors in nearly 300 cities and counties nationwide, promoting the formation of a trinity of "family, society and government" social protection for minors. Since 2014, the Ministry of civil affairs, together with or in cooperation with relevant departments, has issued a number of documents and standards to guide local civil affairs departments to carry out the rescue and protection of minors under guardianship in accordance with the law, and actively do a good job in the shelter and assistance of victims of domestic violence. In conjunction with relevant departments, we continued to carry out the "joint custody and growth" care and protection action for rural left behind children, improved the care and protection system for rural left behind children and the security system for children in distress, and vigorously promoted the construction of the team of child supervisors and child directors. In october2020, the Standing Committee of the National People's Congress voted to adopt the newly revised law on the protection of minors, providing a solid legal guarantee for better safeguarding the legitimate rights and interests of minors. In April, 2021, the State Council established a leading group for the protection of minors to strengthen the overall planning, coordination, supervision and guidance of the protection of minors. The office of the leading group is located in the Ministry of civil affairs. By the end of September 2021, all provincial, municipal and County People's governments have established leading groups (committees) for the protection of minors, and civil affairs departments at all levels have assumed office responsibilities according to law. Since its establishment, the leading group (Committee) has actively promoted the continuous improvement of the working mechanism for the protection of minors under the leadership of the Party committee, the responsibility of the government, the cooperation of departments and the participation of the society. The "six in one" working pattern for the protection of minors in the new era of family protection, school protection, social protection, network protection, government protection and judicial protection is gradually taking shape.
