As an important emerging market country and a large developing country, the BRICs countries should have the courage to shoulder their responsibilities and act, voice fairness and justice, strengthen their belief in overcoming the epidemic, pool the joint forces of economic recovery, promote sustainable development, jointly contribute wisdom to promoting the high-quality development of BRICs cooperation, and inject positive, stable and constructive strength into the world. Over the past 16 years, in the face of rough seas, wind and rain, the BRICs ship has braved the wind and waves, moved forward bravely, and blazed a human path of mutual tempering and win-win cooperation. Standing at the crossroads of history, we should look back at the past and remember why the BRICs countries started; We should work together to build a more comprehensive, close, pragmatic and inclusive high-quality partnership and jointly start a new journey of BRICs cooperation. First, we should work together to maintain world peace and tranquility. Some countries are trying to expand their military alliances, seek absolute security, coerce other countries to choose sides and stand in line to create camp confrontation, ignore the rights and interests of other countries and indulge in egoism. If this dangerous momentum is allowed to continue, the world will become even more unstable. BRICs countries should support each other on issues involving each other's core interests, practice genuine multilateralism, uphold justice, oppose hegemony, uphold fairness, oppose bullying, safeguard unity and oppose division. China is willing to work with BRICs partners to promote the implementation and effectiveness of global security initiatives, adhere to the concept of common, comprehensive, cooperative and sustainable security, and embark on a new security path of dialogue without confrontation, partnership without alliance, and win-win rather than zero sum, so as to inject stability and positive energy into the world. Second, we should adhere to cooperative development and jointly address risks and challenges. The impact of the COVID-19 and the crisis in Ukraine are interwoven and superimposed, casting a shadow on the development of all countries, with emerging market countries and developing countries bearing the brunt. Crisis will bring disorder and change, which depends on how to deal with it. BRICs countries should promote the interconnection of industrial chains and supply chains, and jointly address the challenges in poverty reduction, agriculture, energy, logistics and other fields. We should support the new development bank to become bigger and stronger, promote the improvement of the emergency reserve arrangement mechanism, and build a strong financial safety net and firewall. We should expand cross-border payment and credit rating cooperation among BRICs countries and improve the level of trade, investment and financing facilitation. China is willing to work with BRICs partners to promote the deepening and implementation of global development initiatives, push the UN 2030 agenda for sustainable development to start again, build a global development community, and help achieve stronger, green and healthy global development. Third, we should continue to explore and innovate to stimulate the potential and vitality of cooperation. Attempts to interfere with the innovation and development of other countries and maintain their own hegemonic status through scientific and technological monopolies, blockades and barriers are doomed to fail. We should promote and improve global science and technology governance so that scientific and technological achievements can be shared by more people. Accelerate the construction of the BRICs' new industrial revolution partnership, reach a digital economy partnership framework, and issue a cooperative initiative on the digital transformation of the manufacturing industry, opening up a new route for the five countries to strengthen the docking of industrial policies. Focusing on the needs of talents in the digital age, we have established a Vocational Education Alliance to build a talent pool for strengthening innovation and entrepreneurship cooperation. Fourth, we should be open and inclusive and pool collective wisdom and strength. The BRICs countries are not closed clubs, nor are they exclusive "small circles", but large families that help each other and good partners for win-win cooperation. Over the past five years, we have carried out rich and colorful "BRICs +" activities in vaccine research and development, scientific and technological innovation, people to people and cultural exchanges, sustainable development and other fields, built a new cooperation platform for emerging market countries and developing countries, and become a model for emerging market countries and developing countries to carry out South South cooperation and achieve joint self-improvement. Under the new situation, the BRICs countries should open their doors to development and embrace cooperation. We should promote the process of expanding the membership of the BRICs, so that like-minded partners can join the BRICs family as soon as possible, bring new vitality to BRICs cooperation and enhance the representation and influence of BRICs countries. Let us unite as one, gather strength, move forward courageously, promote the construction of a community with a shared future for mankind, and jointly create a better future for mankind! The leaders at the meeting thanked China for hosting the summit and its efforts to promote BRICs cooperation. They believed that in the current uncertain international situation, BRICs countries should strengthen unity, carry forward the BRICs spirit, consolidate strategic partnership, jointly address various challenges, raise BRICs cooperation to a new level and play a greater role in International affairs. Focusing on the theme of "building high-quality partnership and jointly creating a new era of global development", the leaders of the five countries exchanged in-depth views on BRICs cooperation in various fields and major issues of common concern, and reached many important consensus. They agreed that we should uphold multilateralism, promote democratization of global governance, safeguard fairness and justice, and inject stability and positive energy into the volatile international situation. We should work together to prevent and control the epidemic, give full play to the role of BRICs vaccine R & D centers and other mechanisms, promote the fair and reasonable distribution of vaccines, and jointly improve our ability to respond to public health crises. We should deepen practical economic cooperation, firmly safeguard the multilateral trading system, promote the construction of an open world economy, oppose unilateral sanctions and "long arm jurisdiction", strengthen cooperation in the digital economy, scientific and technological innovation, industrial chain supply chain, food and energy security, and work together to promote the recovery of the world economy. We should promote common global development, focus on the most urgent needs of developing countries, eradicate poverty and hunger, work together to address the challenge of climate change, strengthen the application of space, big data and other technologies in the field of development, accelerate the implementation of the UN 2030 agenda for sustainable development, and make BRICs contributions to creating a new era of global development. The leaders of the five countries agreed to carry out "BRICs +" cooperation at more levels, in more fields and on a larger scale, actively promote the process of BRICs membership expansion, and promote the BRICs mechanism to keep pace with the times, improve quality and efficiency, so as to continue to deepen and go further.
