Of the 16 non official members, 9 were to remain in office, including the convener of the new Executive Council, Mrs IP Lau Suk Yee, and 7 were new members. He served as a member of the central and Western District in 2012 and was appointed as a member of the Executive Council by the chief executive, Mrs Carrie Lam, in 2017. Before he was appointed Deputy Secretary for justice, he was a member of the Legislative Council of the election committee and vice chairman of the DAB.
