Deputy Permanent Representative of China to the United Nations: antagonism in the international community is not conducive to the resolution of the Ukrainian crisis
2022-06-22
Dai Bing, Deputy Permanent Representative of China to the United Nations, made a speech at the Security Council's public meeting on Ukraine on the 21st, pointing out that the antagonism of the international community is not conducive to the proper solution of the Ukrainian crisis. Dai Bing said that, as UN Secretary General Guterres said in his speech on the international day to combat hate speech, hate speech incites violence, undermines diversity and social cohesion, and threatens the common values and principles of mankind. Hate speech between countries will also poison the international political climate and affect world peace and stability. For some time, the international community has been full of confrontational feelings around the Ukrainian conflict, the work of the United Nations has been seriously disturbed, and the authority and effectiveness of the Security Council have been questioned. Such a political atmosphere is not conducive to the proper resolution of the Ukrainian crisis. It may also lead to the failure of the international governance mechanism and lead the world to greater division and turbulence, which is not in the interests of any party. Dai Bing said that social media must not become a disordered space for spreading hatred and inciting violence. It is dangerous for individual social platforms to change their policies for political purposes and allow hate speech against one party. We should strengthen the government supervision of social platforms, and we should not let it go. Dai Bing said that the delivery of more deadly weapons will only encourage hostility, intensify the intensity of conflict, trigger a broader humanitarian crisis and cost ordinary people more lives. The protracted and expanded conflict will bring greater security risks and spillover effects, and neither side can benefit from it. The international community should work together to cool the temperature, put out fires, maintain stability and promote peace, so as to create conditions for the parties concerned to resume negotiations at an early date and achieve a ceasefire. China exhorts individual countries not to continue to add fuel to the flames for their own geopolitical self-interest, let alone force other countries to choose sides to stand in line and intensify the separatist confrontation in the international community. Human destiny and security are inseparable. Cold war thinking, hegemonic logic and group politics have long been out of date. We must replace confrontation with dialogue, coercion with consultation, alliance with partnership, and zero sum with win-win results. The Security Council, in particular, should shoulder its responsibilities, manage and control differences, and act as a positive force in promoting peace and negotiations and good offices.
