The "three in one" management of resources, assets and capital in an all-round way will promote the total management, scientific allocation, comprehensive conservation and recycling of natural resources, so as to provide strong support for Guangdong to take the lead in the country and create new brilliance in the new journey of building a socialist modern country in an all-round way. (2) Development objectives. By 2025, the property right system of natural resources assets in the province will be continuously improved, the pattern of land and space development and protection will be continuously optimized, the ecological protection and restoration system will be fully established, the long-term mechanism of use control and cultivated land protection will be more perfect, the level of economical and intensive land use will be leading in the country, and a high-level protection and efficient utilization system of natural resources will be initially established. By 2035, a high-level protection and efficient utilization mode of natural resources with Guangdong characteristics will be fully formed, and the modernization of governance system and capacity in the field of natural resources will be basically realized. 2、 Improve the property right system (3) Fully ascertain the asset base of natural resources. Establish and improve the natural resources investigation, evaluation and monitoring system. Based on the third national land survey, focus on promoting special investigations on cultivated land, wetlands and offshore waters, and implement dynamic monitoring and evaluation on cultivated land and permanent basic farmland, ecological protection red line, the "three control lines" of urban development boundary, the spatial pattern of "one core, one belt and one zone", development parks and rural industrial clusters. A system of checking, accounting and balance sheet of natural resource assets owned by the whole people shall be established. (4) Implement the responsibilities of owners of natural resource assets owned by the whole people. We will improve the right confirmation and registration system for natural resource assets, and promote the unified right confirmation and registration of important ecological spaces and individual natural resources. Use blockchain technology to improve real estate registration service capability. The pilot project of the principal-agent mechanism for the ownership of natural resource assets owned by the whole people was carried out around land, ocean and water resources. We will improve the reporting system for the management of state-owned natural resources assets in full scope, and establish a working mechanism for agents to report the management of entrusted assets and the performance of their duties to their clients. (5) Innovate the realization form of natural resource asset ownership. We will improve the power and function system of natural resource assets, explore and improve allocation policies such as allocation, transfer, lease, pricing and capital contribution, and appropriately expand the power and function of transfer, lease, mortgage, guarantee and equity investment. Explore the operation path of the subsequent period after the expiration of the term of the state-owned construction land use right. We will improve the "three rights" separation system for rural contracted land, and explore ways to realize the separation of homestead ownership, qualification and use rights. We will deepen the reform of the collective forest tenure system. We will promote the establishment of a franchise system for natural resource assets in nature reserves. Establish and improve the land development right transfer system, and promote the scale and index trading of planned construction land within the province. 3、 Promoting good spatial governance and structural optimization (6) We will strengthen space for major development strategies. We will implement the national security strategy, the strategy of regional coordinated development, the strategy of major functional areas, and the strategy of new urbanization, improve the pattern of land and space development and protection, and determine the spatial development strategy in combination with promoting the construction of the Guangdong Hong Kong Macao Great Bay area, the "two zones" of Shenzhen's leading demonstration area of socialism with Chinese characteristics, and the two cooperation zones of Hengqin and Qianhai. The core area of the Pearl River Delta adheres to intensive "network" optimization, the coastal economic zone adheres to the "axis belt" development of land and sea, the northern Ecological Development Zone adheres to the "stronghold" development of ecological priority, and builds a regional development pattern of "one core, one belt and one zone" with high quality. (7) We will improve the system of land and space planning. We will comprehensively promote the "integration of multiple regulations", establish a four-level and three category land spatial planning system, fully complete the preparation of the overall land spatial planning, achieve full coverage of the detailed planning of the central urban area, the areas under recent construction and the "three old" reconstruction areas, and incorporate the main contents of the special land spatial planning into the overall land spatial planning for unified management, forming a "one map" of the land spatial planning. Explore the preparation and implementation of adjustment and reconstruction of land spatial planning. The urban design will run through the whole process of the overall planning of municipal land and space, and the concept of community life circle will be implemented. We will improve the planning, implementation and management system, improve the supporting policies for the main functional areas, conduct regular urban physical examination and evaluation, and comprehensively carry out land space monitoring, early warning and performance evaluation. Promote the optimization and improvement of village planning. (8) We will promote full coverage of land and space use control. Establish and improve the control system for cultivated land and permanent basic farmland, ecological protection red line and urban development boundary. Implement use control on all land spatial divisions by classification, and implement the control mode of "detailed planning + planning permission" within the urban development boundary; Outside the development boundary of cities and towns, the control methods of "detailed planning + planning permission" and "binding indicators + zoning access" are implemented according to the zoning of dominant uses. We will improve the policy of block development and pilot the reform of the land approval system for linear projects. 4、 Strengthen overall protection and system repair (9) We will promote the overall protection of important natural ecological spaces. Adhere to the principle of giving priority to ecology and protection, take important water systems, forest zones and coastal zones as the framework of ecological corridors, and combine the construction of linear open spaces such as green roads, green roads and ancient post roads to build a multi-functional and characteristic ecological corridor network system that meets the needs of aquatic organisms' breeding and migration, the migration and residence of waterfowls and migratory birds, and the habitat and migration of terrestrial wildlife. Delimit and strictly observe the ecological protection red line. Establish a nature reserve system with national parks as the main body, and promote the establishment of Nanling National Park and the integration and optimization of nature reserves. (10) Overall planning for the restoration of landscape, forest, land, lake and sea systems. We will implement major restoration projects for important ecosystems, promote the pilot project for the integrated protection and restoration of Nanling Mountain area, carry out the special action for the comprehensive renovation of the "Blue Bay" and the coastal zone protection and restoration project, accelerate the restoration of key river basin ecosystems and the forest and green space in the Pearl River Delta urban agglomeration, and continue to promote the construction of forest cities. Promote the marketization of ecological restoration. The subjects of ecological protection and restoration can obtain a certain share of the right to use natural resources assets in accordance with laws and regulations, and support the establishment of market-oriented ecological protection and restoration funds. (11) Establish a value realization mechanism for ecological products. The concept that "building a solid foundation with green water and green mountains is a golden mountain and a silver mountain" has deepened the exploration of ecological protection compensation, and encouraged the supply and benefit areas of ecological products to realize benefit sharing through co construction of parks and enclave economies. Promote the market-based trading of ecological resource rights and interests, and timely promote the trading of indicators such as forest coverage and cultivated land occupation and compensation in accordance with relevant arrangements. Encourage financial institutions to increase green credit support and explore the path and mode of asset securitization of ecological products. Support Guangzhou, Shenzhen and other regions to carry out pilot projects of the value realization mechanism of ecological products. We will explore the establishment of an application system for value accounting of ecological products. (12) Promote carbon peaking and carbon neutralization. We will strengthen the guidance of land spatial planning and use control, promote an intensive and compact development model with multiple functions, three-dimensional development and public transport orientation, fully guarantee the construction of green and low-carbon projects such as clean energy, new industries and rail transit, and strictly control the access of high energy consumption and high emission projects. Give full play to the carbon sequestration role of forests, wetlands, oceans and soils, carry out the green beauty Guangdong action and the forest quality precision improvement project, and improve the green carbon sink capacity; We will carry out investigation and monitoring of carbon reserves in mangroves, salt marshes and seagrass beds, strengthen research on basic theories of marine carbon sinks and technologies for increasing carbon sinks, and expand the space for blue carbon sinks. Comprehensively promote market-oriented carbon sink trading. Carry out research on carbon dioxide storage technology. 5、 Implement total resource management and comprehensive economy (13) Implement the strictest farmland protection system. We will strengthen the protection of permanent basic farmland, establish and improve a dynamic monitoring and supervision mechanism for the protection of cultivated land, strengthen the control over the use of cultivated land, resolutely curb the "non-agricultural" of cultivated land, and ensure that the total amount of cultivated land that can be used stably for a long time will not be reduced. By 2025, 26.7 million mu of high standard farmland will have been built, 2.13 million mu will have been upgraded, 640000 mu of abandoned farmland will have been reclaimed, 200000 mu of farmland will have been restored and newly added, and the "non grain" of cultivated land will be strictly controlled. We will vigorously implement the action of reclaiming paddy fields and improve the multi-channel and differentiated balance mechanism for the occupation and compensation of cultivated land. We will explore the establishment of a mechanism for the protection of cultivated land and improve the economic compensation system for the protection of cultivated land in due course. Implement the responsibility of farmland protection, and strengthen the assessment and restriction of responsibility objectives and the application of results. (14) Promote economical and intensive land use. Strictly control the total scale of construction land, efficiently allocate new construction land, promote the reform of the "indicators follow the project" land use plan, ensure the construction of national and provincial key projects, infrastructure, livelihood projects and rural revitalization projects, and make up for the shortcomings in the allocation of public service facilities per capita. We will vigorously revitalize the inefficient stock of construction land, accelerate the "three old" transformation, urban renewal and the transformation of old urban communities, carry out the battle to upgrade and transform rural industrial clusters, increase the disposal of land approved but not supplied and idle land, explore the revitalization of the stock of industrial land in the Pearl River Delta, and promote the gradual realization of the land use model based on the revitalization of the stock of construction land. We will improve policies such as linking the increase and decrease of urban and rural construction land, demolishing and reclaiming old land, promote the comprehensive improvement of land throughout the region, revitalize idle and inefficient land resources in rural areas, and strengthen the guarantee of factors for Rural Revitalization. Deepen the activation and utilization of ancient post roads in southern Guangdong. (15) Establish a rigid constraint system for water resources. We will strictly implement the dual control of total water consumption and water efficiency, and the total annual water consumption of the province will not exceed 45billion cubic meters. We will improve the indicator system for controlling the total amount of water used in river basins and formulate water distribution plans for river basins across cities and counties (cities and districts). Accelerate the construction of water resources allocation projects in the Pearl River Delta, water resources allocation projects in Guangdong around the Beibu Gulf, and water system connectivity projects in Hanjiang, Rongjiang and lianjiang. We will improve the water resources demonstration and water intake permit systems for planning and construction projects, and formulate a negative list of industries in areas with water shortage and water resources overload, and a catalogue of industries to be eliminated. We will improve the system of progressive price increases for non residential water use in excess of quotas, accelerate the comprehensive reform of agricultural water prices, and implement water-saving transformation. We will promote the large-scale utilization of seawater desalination and the resource utilization of sewage. (16) We will improve the system for protecting forests and wetlands. We will comprehensively implement the reform of the forest head system. Strictly control the conversion of forest land, grassland and wetland to construction land, carry out comprehensive monitoring and evaluation of forest and grass ecology, and focus on strengthening the protection and management of natural forest, ecological public welfare forest and coastal shelter forest. By 2025, the forest coverage rate of the whole province will reach 58.90%. We will promote the construction of large-diameter timber cultivation demonstration bases and national reserve forests. We will increase the protection of biodiversity and the construction of ecological corridors, strengthen the control of alien invasive species and the control of biological disasters, improve the compensation system for ecological protection of nature reserves, and explore the establishment of land
