The presidents of 106 courts in the province focused on the theme of "taking advantage of the momentum for a long time - talking about how to continuously deepen the special action against false lawsuits", and the presidents of 10 courts made exchange speeches. It is reported that since 2018, the courts of Zhejiang Province, under the unified deployment of the Zhejiang high court, have carried out special actions against false lawsuits for five consecutive years, and the working mechanism of "dare not leave, cannot leave, and must be punished if there is a leave" has become more and more perfect. As an important starting point to purify the litigation environment, maintain judicial authority and deepen the governance of litigation sources, the comprehensive effect of cracking down on false litigation is constantly emerging. The Zhejiang high court requested that the courts of the whole province should further deepen their ideological understanding and fully realize the importance and long-term nature of cracking down on false lawsuits. Within the court, we should adhere to the principle of giving consideration to legislation, adjudication and enforcement, perform their respective duties, and unite forces; External departments should actively strive for support and form multi department linkage. Judges should strengthen their ex officio investigation, strive to find out the truth of the case, while increasing the intensity of criminal crackdown, effectively improve the quality of transferred public security cases, and make full use of the civil sanctions toolbox. We should be good at using digital thinking and digital methods to solve problems such as the difficulty of finding false lawsuits, and form a closed-loop control system. The Zhejiang high court stressed the need to strengthen organizational leadership and adhere to the two pronged approach of reverse accountability and positive incentives. On the one hand, it is necessary to strengthen supervision and management, form a case handling mechanism that forces people to handle cases at all levels, and assign responsibility to people. It is necessary to include cases involving false lawsuits in the judicial quality supervision and inspection, check whether the handling judges are negligent in discovery and punishment, and strictly pursue responsibility; On the other hand, we should strengthen performance evaluation, improve the positive incentive mechanism, improve the internal motivation of judges to actively investigate and deal with false lawsuits, and truly implement the high standards and high quality of the work of punishing false lawsuits.
