The full text is as follows: Joint statement on the foreign ministers' meeting of "China + five Central Asian countries" (Nursultan, june8,2022) On June 8, 2022, the third foreign ministers' meeting of the "China + five Central Asian countries" was held in Nursultan. Wang Yi, State Councilor and foreign minister of the people's Republic of China, treuberji, Deputy Prime Minister and foreign minister of the Republic of Kazakhstan, kurubayev, Minister of foreign affairs of the Kyrgyz Republic, Ibrahim, Minister of transport of the Republic of Tajikistan, Meredov, Deputy Prime Minister and foreign minister of Turkmenistan Acting foreign minister norov of the Republic of Uzbekistan (hereinafter referred to as "the parties") attended the meeting. In an atmosphere of friendship, mutual respect and trust, constructive and mutual understanding, the parties conducted a comprehensive study on how to implement the initiatives put forward by the heads of state at the video Summit on the 30th anniversary of the establishment of diplomatic relations between China and the five Central Asian countries held on January 25, 2022, and stated as follows: 1、 Political and diplomatic cooperation All parties pointed out that regional cooperation is based on traditional good neighborly and friendly relations and continues to show a positive momentum of development. The parties reiterated their willingness to continue mutually beneficial cooperation and further expand relations in the fields of political dialogue, sustainable development, economy and trade, investment, finance, science and technology, transportation, hydropower, information technology, ecology, humanities and green energy. All parties recognize that it is very important to fully tap the potential for cooperation between China and Central Asian countries to build a secure, mutually beneficial, stable and inclusive partnership in the region. In this context, all parties support Uzbekistan's initiative to formulate and adopt a resolution on connectivity in central and South Asia at the UN General Assembly. All parties support Turkmenistan's initiative to formulate and adopt a resolution on the "zone of peace, confidence and cooperation in Central Asia" at the UN General Assembly. All parties support the global development initiative and the global security initiative proposed by China and believe that they are of great significance to the realization of the UN sustainable development goals. All parties supported Kazakhstan's initiative to transform the conference on interaction and confidence building measures in Asia into an international organization. The parties stressed that combating terrorism, separatism and extremism in any form, illegal drug trafficking, arms and ammunition, explosives, transnational organized crime, ensuring international information security, strengthening border security, and jointly combating illegal immigration, trafficking in human beings, money laundering, economic crimes and corruption remain the priority tasks for maintaining security and stability in the region. The parties noted the importance of holding regular meetings on counter-terrorism and combating terrorism financing within the framework of the Dushanbe process (Dushanbe, October 18-19, 2022). All parties expressed that they should be vigilant against external forces interfering in regional affairs, and reiterated their determination to support the security and stability of China and Central Asian countries. The parties pointed out that mediating the situation in Afghanistan as soon as possible is one of the key factors in maintaining and consolidating security and stability in Central Asia. The parties stressed that they are willing to continue to work with the international community to support all relevant countries and international organizations in their efforts to maintain peace and stability in Afghanistan, overcome the humanitarian crisis, rebuild social and economic infrastructure and promote its integration into the world economic system, so as to achieve peace and reconciliation in Afghanistan. The parties regularly discussed the hot issues of regional development around the situation in Afghanistan, and noted the importance of including Kazakhstan and Kyrgyzstan in the foreign ministers' meeting of Afghanistan's neighboring countries on the basis of consensus. The parties reaffirmed the principles of non-interference in Afghanistan's internal affairs and "Afghan leadership and Afghan ownership" and pointed out that the mechanism for establishing lasting peace and harmony should be developed by the Afghans under their leadership. All parties stressed that a coordinated position should be taken to promote the establishment of an inclusive government in Afghanistan with the broad participation of all ethnic groups and political parties. The parties took note of the initiative of the president of Tajikistan to establish the "safety belt around Afghanistan" and the president of Uzbekistan to develop and implement the concept of the "safe Silk Road". All parties spoke highly of the results of the fourth regional security dialogue on Afghanistan (Dushanbe, 26-27 may 2022) hosted by Tajikistan. All parties support the entry into force of the protocol to the Central Asian nuclear weapon Free Zone Treaty for all parties as soon as possible, and give full play to its important role in ensuring regional and world security and consolidating the nuclear non-proliferation system. The parties confirmed that they would firmly uphold the existing international drug control system based on the norms and principles of international law and relevant United Nations conventions, pointed out the importance of international drug control conventions and other relevant legal documents, and believed that measures should be taken to establish an effective working mechanism to jointly respond to the drug threat and build a reliable barrier against the illicit cultivation, production, processing and trafficking of narcotic drugs, psychotropic substances and their precursors, And curb the spread of drug abuse. All parties will strive to find new ways to solve international problems based on the promotion of a culture of peace and peaceful coexistence among countries, as reflected in the international initiative "dialogue - ensuring peace" proposed by the president of Turkmenistan. 2、 Economic, trade and investment cooperation All parties pointed out that it is very important to expand the scale of mutual trade, build a commodity circulation network, establish a border trade center, strengthen e-commerce cooperation and ensure the smooth flow of the "China Central Asia transportation corridor". All parties noted the importance of jointly formulating the "China Central Asia" new economic dialogue strategy, including taking corresponding measures to ensure smooth trade, expanding the supply of products from all countries, establishing a common space for industrial cooperation, and using Chinese technology to localize imported products from countries in the region. All parties noted the importance of stable and reliable energy supply to trade, industrial development and investment. In this context, all parties stressed the importance of the China Central Asia natural gas pipeline and welcomed the construction of line D of the China Central Asia natural gas pipeline. All parties spoke highly of the successful holding of the first China Central Asia economic and Trade Cooperation Forum (January 17, 2022) and the Tashkent International Investment Forum (March 24-26, 2022), believing that this has built a useful platform for promoting all-round economic and trade practical cooperation between China and Central Asian countries, and supported the continued success of the above activities. The parties welcomed the initiative to hold the first China Central Asian Countries Forum on industrial and investment cooperation, believing that it would help give full play to the comparative advantages of various countries and provide opportunities for enterprises of various countries to cooperate in agriculture, energy, mineral resources, manufacturing, high-tech industries and other fields. In order to jointly develop the financial system and attract investment in the region, all parties agreed to play the role of Astana international financial center as an investment platform to connect Central Asian countries and foreign investors. All parties expressed their willingness to strengthen cooperation in industries, food security, renewable energy, digital economy and other fields to promote regional social and economic development. All parties pointed out the importance of jointly participating in and actively promoting international and regional economic, trade and logistics projects, including the Central Asia International Industrial Cooperation Center, the Utah and UAE (fukhan) border trade zones and logistics centers, the Jilin Kazakhstan border industry and economic, trade and logistics complex, and the China Kazakhstan Horgos International Border Cooperation Center. All sides support the development of existing and newly established effective mechanisms to promote mutual trade, and are willing to study the possibility of establishing a unified information system on economic and trade issues. All parties pointed out that China and the five Central Asian countries have made fruitful efforts to overcome the negative impact of the COVID-19 on the economy. All parties stressed the need to optimize port functions and expand the scale of trade among countries. China is willing to continue to support the economic and social development of regional countries and explore the implementation of joint projects. All parties believe that within the framework of the docking between the "the Belt and Road" initiative and the development strategies of Central Asian countries, including the "rejuvenating the Silk Road" strategy, it is crucial for China to deepen cooperation with Central Asian countries. 3、 Transportation and logistics cooperation The parties agreed to study the possibility of establishing a coordination council for the development of connectivity between China and Central Asian countries, with a view to ensuring the unimpeded flow of goods, developing cross regional logistics networks and implementing transportation infrastructure projects. All parties believe that it is necessary to take measures according to the development of the epidemic situation, gradually resume the normalization of mutual visa issuance, and facilitate personnel exchanges; Gradually and orderly resume passenger flights, and strengthen cargo transportation and tourist exchanges; Organize multimodal transport of goods, establish a "fast passage" for people and a "green passage" for goods between China and its central Asian neighbors, and ensure the stable flow of people and goods. All parties noted the importance of implementing the UN General Assembly resolution of 29 July 2021 on "strengthening links among all modes of transport, ensuring stable and reliable international transport during and after the COVID-19, and promoting sustainable development". The parties stressed the importance of strengthening connectivity cooperation between China and Central Asian countries and adopted the initiative on deepening connectivity cooperation between China and the five Central Asian countries. All parties pointed out the importance of formulating systematic plans to ensure the free flow of goods and develop cross regional logistics networks, including fully tapping the potential of international transport routes "Lanzhou Kashgar irkeshtan OSH Andijan Tashkent mare", "Kashgar Dushanbe tiermez" and trans Caspian international transport channels. All parties believe that it is necessary to further develop and deepen transportation and logistics cooperation and carry out mutually beneficial cooperation in cross-border transportation infrastructure construction and modernization. All parties noted the significance of the implementation of the China Kyrgyzstan Uzbekistan Railway project, including the feasibility study of the project. All parties pointed out that it is of great significance to deepen the connectivity between Central Asia and South Asia, including accelerating the construction of the tiermez mazar-e-sharif-kabul-peshawar railway and tozalikin-xiapinchi-kunduz railway leading to Gwadar and Karachi ports, and opening up a shortcut for China and Central Asia to connect with Pakistan, South Asia and the Middle East through Afghanistan. The parties pointed out the importance of the Turkmenistan Afghanistan Pakistan International Transport Corridor and its connection with the China Pakistan Economic Corridor, and believed that the route would promote the interconnection among China, Central Asia and South Asia. All parties regard the China Kazakhstan Turkey Iran and China Caspian Sea black sea transit routes as possible components of the China Central Asia Middle East and China Central Asia southern Europe intercontinental routes, and are willing to give full play to the transit transport potential of infrastructure including Turkmenistan Bashi port, Aktau port, Kurek port and tiermez city. All parties support the transport ministers' meeting of developing countries without access to the sea to be held in Turkmenistan in August 2022, and look forward to the active participation of all countries in the world in relevant activities. The parties indicated that they would jointly maintain the Asia Europe Trade Corridor, support the development of China Central Asia and China Europe trains, tap the potential of infrastructure and transport organization support, and jointly promote the smooth flow of two-way logistics. 4、 Cooperation on ecology, environmental protection, water resources and green development All parties pointed out that it is of practical significance to strengthen cooperation in the fields of environmental protection, climate change response and adaptation, desertification control, land degradation, rational use of water resources, ecological environment and glacier protection, nuclear test land and uranium mine restoration, as well as the implementation of resource conservation, green technology and renewable energy projects. The parties welcomed the proclamation by the general assembly of 2022 as the International Year of sustainable mountain development on the initiative of the president of Kyrgyzstan, and pointed out that it is necessary to act in unity on the international stage to better publicize the importance of sustainable mountain development and the protection and sustainable use of mountain ecosystems.
