Dai Bing, Deputy Permanent Representative of China to the United Nations, pointed out at the UN Security Council meeting on the 6th that only by ceasing the war and restoring peace can we fundamentally avoid the trauma caused by the conflict to women and children. Blindly sending weapons and imposing sanctions will only make the conflict protracted and expanded. Dai Bing said that the conflict in Ukraine has caused ordinary people to bear a heavy price, and the security risks faced by women and children are particularly worrying. Parties to a conflict should comply with international law and take measures to protect civilians from all forms of violence, including sexual violence against women and girls and human trafficking. People affected by violence should have timely access to medical, psychological and social services. The parties to the conflict should ensure that hospitals and other civilian facilities are not attacked. The use of sexual violence as a means of war is a serious crime, and any allegations should be investigated impartially and based on facts. Dai Bing said that since the outbreak of the conflict, 6.8 million Ukrainian people have crossed the border into neighboring countries for refuge, the vast majority of whom are women and children. China appreciates the humanitarian spirit shown by neighboring countries of Ukraine in providing safe asylum and basic living guarantee for women and children refugees. At the same time, the increasing number of human trafficking, sexual exploitation and abuse against women and children refugees is disturbing. China calls for immediate international cooperation to identify and punish relevant criminal acts and resolutely eradicate the "secondary harm" to women and children. Relevant United Nations agencies should strengthen monitoring and analysis to provide professional and technical support for combating human trafficking, sexual exploitation and abuse against refugees. Dai Bing said that the elimination of sexual violence and human trafficking in conflict is not the end of the efforts of the international community. Only by ceasing the war and restoring peace can we fundamentally avoid the trauma caused by conflict to women and children. The international community should work together to promote peace talks and push Russia and Ukraine back to the negotiating track. It is hoped that the upcoming meeting of Russia, Ukraine, the United Nations and Turkey can help the parties concerned gradually build mutual trust while solving the food problem in Ukraine. Dai Bing stressed that blindly sending weapons and imposing sanctions will not solve the problem, but will only make the conflict protracted and expanded. There is no reason for ordinary people in Ukraine and developing countries to "pay the bill" for geopolitics and group confrontation. Today, with the shared destiny of mankind and the indivisibility of global security, no country can and should seek its own absolute security at the cost of harming the security of other countries. International and regional security cannot and should not be guaranteed by strengthening military blocs and splitting the industrial chain supply chain. China once again calls on all parties concerned to put international and regional peace and security first and play a constructive role in the proper settlement of the Ukrainian crisis.
